World Vision seeks to hire a highly qualified, dedicated and experienced national for the position of Public Health Advisor. This is a health advisory position based in the Head Office- Kigali and reporting to the Programme and Quality Assurance Director (PDQA). The primary purpose of this position is to provide leadership and technical expertise on the development. implementation and monitoring of all WVR Health strategy and Health, HIV/AIDS and Nutrition programmes.
The major responsibilities Include:
• Lead the development of WVR health and nutrition strategy and technical approaches
• Provide technical support to WVR ADPs ensuring that health and nutrition projects are technically sound and in
alignment with WVR strategy and government policies
• Represent WVR in technical forums on health and Nutrition including with MoH technical working groups.
• Provide sound technical expertise and leadership, and facilitate development and exploitation of links and synergies between health, HIV/AIDS, nutrition and other sectors as appropriate.
• To develop annual strategic targets for key monitoring indicators at the ADP, District and national level. • Ensure adequate and high quality monitoring, supervision and evaluation of health and nutrition programs, linkage and alignment with national health management information system (HMIS)
• In consultation with line manager, represent WVR in donors/partners and other meetings as appropriate. Track multilateral, bilateral and local funding and develop programs and networks to access.
In consultation with line manager, create and maintain linkages with key implementing and research partners within and outside the regions (MoH, Universities, Research Institutes, UN organizations, WHO, INGOs etc) for joint projects and to keep abreast of latest developments.
• To ensure coordination and collaboration with key sectors and entities in the NO, particularly sponsorship, TD, DME and advocacy.
• Contribute to wider WV's global research development and management processes, including research communication and systematic reviews.
• Provide and coordinate technical assistance for Health nutrition and HIV/AIDS resource acquisition work in the NO, working to ensure that the NO acquires adequate public and private funding to scale up strategic and high quality Health nutrition and HIV programming.
Required qualifications and experience:
The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training:
• A masters degree in public Health plus a bachelors degree in health Is a requirement
• A minimum of ten years experience working In the health sector as a technical expert providing technical support to government Communities and NGOs.
• At least three years experience in senior management and leadership role in an organization focusing on primary health care, maternal & new borne child health and nutrition.
• Ability to build and lead a team of highly qualified and experienced professionals.
Skills required in program design, monitoring and evaluation, and reporting
• Significant bi-lateral donor grants experience with program implementation, funding acquisition, and reporting.
• Must be a creative individual with strong sense of priorities and organizational skills and an ability to work with diverse teams across considerable distances.
• Excellent communication skills in English (written and oral). French Is an added advantage
• Strong interpersonal and networking skills are a requirement.
• A mature Christian with evidence of mature faith and who's willing to serve in very difficult conditions.
