Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This post is located in the UNEP's Office for Operations at the Nairobi duty station.
Responsibilities
Under the guidance and supervision of the Chief, Budget and Finance the incumbent will perform the following tasks:
1. Budget preparation:
Provide detailed input with respect to resource requirements for budget submissions for the UN Regular Budget, the Environment Fund Budget, the Trust Funds Support Budget and extra-budgetary funding; Review, analyze and finalize budget proposals.
2. Budget administration and reporting:
Monitor expenditures to ensure that they remain within authorized levels; Monitor and control budgetary allocations, identify deviations from plans and propose corrective measures as necessary; Administer and monitor extra-budgetary resources including review of agreements ensuring compliance with established policies and procedures; Provide monitoring reports and data for all sources of funding on a regular basis to UNEP Management, UNEP governing bodies, Multilateral Environmental Agreements Secretariats and their governing bodies, the Multilateral Fund and its governing bodies, and other donors as required; Liaise with the UN Office of Internal Oversight Services, Internal Audit Department and the external auditors with regard to audit findings, recommendations and follow-up action; Perform treasury functions related to receipt of donor assessed and voluntary contributions, other voluntary contributions, and presentation of reports to donors.
3. Management of Trust funds:
Review and advise on proposals for establishing trust funds; Liaise with the Quality Assurance Section to analyze draft funding agreements; Ensure trust funds are established and managed in accordance with the terms of reference of the individual trust funds, UN and UNEP financial regulations and rules and the relevant policies, practices and guidelines; Monitor the inflow and outflow of resources of the individual trust funds advising the Chief on any necessary actions required to ensure the liquidity of trust funds at all times; Monitor the utilization of trust fund resources; Ensure timely reporting to donors as well as timely closure of trust funds; Represent UNEP at meetings of governing bodies of UNEP, Multilateral Environmental Agreements and the Multilateral Fund and its governing bodies.
4. General: Guide, train and supervise staff:
Manage staff, plan and discuss with staff individual work programs and evaluate performance; Provide guidance and leadership to staff.
5. Perform other related duties as required.

Education
Advanced university degree (Master's degree or equivalent) business and/or public administration, finance or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. In addition, a recognized professional qualification in accounting such as CPA, ACCA, CIMA, is required.
Work Experience
A minimum of seven years of progressively responsible experience in financial management, administration, programme planning and budgeting, or related field some of which should be within the UN system and/or other organizations at international level. Knowlege of Enterprise Resource Programs, computer accounting and management systems, and internationally recognized accounting standards is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

Evaluation of qualified candidates for this position may include a substantive assessment
which may be followed by a competency-based interview.
