Team Lead/Evaluation Methodology Expert/MNCH Expert
AMEX International is planning to prepare a proposal to The United States Agency for International Development in Zimbabwe (USAID/Zimbabwe), which is soliciting proposals to perform an evaluation of the Maternal and Child Health Integrated Program (MCHIP) in Zimbabwe. The Maternal, Neonatal and Child Health (MNCH) project started in 2010 and the first implementation phase will end in September 2013.
USAID anticipates the performance evaluation to be conducted over a period of 90 days beginning in September 2013.
The performance evaluation will ascertain the extent to which the MCHIP project contributed to overall learning and innovation in MNCH care in Zimbabwe and seek to understand the determinants of project performance thereby providing critical information to guide future USAID project design and implementation. The evaluation findings will be shared with implementing partner organizations, the host government and other relevant national stakeholders to maximize opportunities to leverage other donor resources to support scale up of proven maternal and child health interventions.

We seek candidates for two positions: 1. Team Lead: Applicants must:
- Demonstrate familiarity with the Standards Based Management and Recognition (SBM-R) approach to health care quality improvement and the associated measurement process
- Be a senior level individual with strong knowledge and experience of working in the Zimbabwe public health sector
- Possess monitoring and evaluation expertise
- Possess demonstrated leadership experience and excellent team working
- Possess demonstrated understanding of the Zimbabwe country context and public health sector
- Possess demonstrated knowledge of USAID evaluation policies and procedures
- Have excellent English communication skills, both oral and in written
- Have the ability to present information, analysis, and recommendations in clear written and oral formats
Preferred applicants will possess the following qualifications and experience:
- MNCH sector expertise and expertise in quality of care improvement approaches
- An advanced degree in public health, epidemiology, social sciences, health care management or other relevant course of study
- Either evaluation methodology and or PMTCT technical area expertise
- At least 5 years’ experience in international public health in the field of MNCH with experience in MNCH quality improvement programming and or at least 10 years’ experience in project management and implementation (familiarity with USAID funded programs is required)
2. Evaluation Methodology Expert/MNCH Expert: Applicants must:
- Possess either evaluation methodology and or PMTCT technical area expertise
- Possess monitoring and evaluation expertise and or MNCH sector expertise and expertise in quality of care improvement approaches
- Demonstrate familiarity with the Standards Based Management and Recognition (SBM-R) approach to health care quality improvement and the associated measurement process
- Possess demonstrated leadership experience and excellent team working skills
- Possess demonstrated knowledge of USAID evaluation policies and procedures
- Have excellent English communication skills, both oral and in written
- Have the ability to present information, analysis, and recommendations in clear written and oral formats
Preferred applicants will possess the following qualifications and experience:
- An advanced degree in public health, epidemiology, social sciences, health care management or other relevant course of study
- Expertise in conducting public health evaluations in developing countries (particularly in Africa) using strong evaluation methodology
- At least 5 years’ experience in international public health in the field of MNCH with experience in MNCH quality improvement programming and/or at least 10 years’ experience in project management and implementation (familiarity with USAID funded programs is required)
- Demonstrated understanding of the Zimbabwe country context and public health sector
