PROPOSAL SUMMARY
International Business and Technical Consultants, Inc. (IBTCI) is currently seeking a Team Leader - Monitoring and Evaluation (M&E) Specialist for an end of project evaluation for the Competitiveness and Trade Expansion (COMPETE) Trade Hub Project for USAID/East Africa (EA). The purpose of this evaluation is to provide USAID/EA and its partners with an independent assessment of COMPETE project performance and to provide lessons for future regional programming as well as build sustainable capacity for regional and international trade and food security in East Africa.
POSITION SUMMARY The Team Leader (TL) will be responsible for the overall management of the evaluation team and the final products. The TL is responsible for coordinating evaluation activities and ensuring the production and completion of an evaluation report in conformance with this scope of work and timelines. The TL should have substantial experience working with regional economic communities, particularly in Africa. QUALIFICATIONS
Team Leader- Monitoring & Evaluation (M&E) Specialist Must have a Master’s degree in social sciences, applied economics, statistics or any closely related field. At least 10 years’ experience working in developing countries in evaluation of donor funded development programs in Africa. Priority will be given to those who have evaluated programs of similar nature in Eastern Africa region. Significant experience in the methodologies, design and evaluation process for conducting USAID end of project evaluations in the agribusiness sector. Be able to provide high quality analysis, report integration and the production and completion of evaluation reports. Familiarity with trade and integration issues in the East and Central African Region. Understanding of current USAID Evaluation policy. He/she must have excellent report writing skills. Must have English fluency.
