Consultants: Team Leader, Agriculture/Rural Development Specialist, and Survey Specialist
Opportunities:
Abt Associates is recruiting three Tanzania-based consultants to be part of its proposal to provide evaluation services for DFID Tanzania’s New Growth Programs. The evaluation team in Tanzania will work with US-based staff to provide evaluation services, including:
- Proposing an evaluation design for each of DFID’s programs/program components.
- Defining the resource requirements to implement the recommended design, including data collection.
- Advising program managers on development of an M&E framework and data collection.
- Carrying out mid-term and final evaluations.
Consultancies will require approximately 100 days in the first year and additional time for up to five years. If Abt Associates is awarded the contract, work is anticipated to begin in late 2013. Positions are outlined below.
Team leader. The team leader, under the direction of the US-based project director, will provide overall management, develop the work plan, supervise the in-country consultants, liaise with DFID program staff, and assure all milestones are met. Qualifications:
- Master’s in international development or related field.
- 15-20 years’ experience in international development, including at least five years conducting and/or overseeing program evaluations.
- Experience in conducting evaluations addressing rural development is a plus.
- Experience in conducting impact evaluations is a plus.
- Excellent written and communication skills in English.
Agriculture/rural development specialist. The agriculture/rural development specialist will assist in evaluation design and implementation, with particular focus on components designed to benefit smallholder farmers. He or she will help develop survey questionnaires and assist in the analysis of survey results. Qualifications:
- Masters in rural development, agricultural economics, economics or related field.
- 5-10 years’ experience, including five years’ experience conducting program evaluations.
- Experience in conducting surveys addressing rural livelihoods and agriculture is a plus.
- Knowledge of STATA or related software is a plus.
- Experience in conducting impact evaluations is a plus.
- Excellent written and communication skills in English.
Survey specialist. The survey specialist will assist in the development of survey questionnaires and support survey implementation. She or he will work with the survey firm to ensure proper translation of questionnaires in local languages, proper data collection, and data quality control. Qualifications:
- Masters in agricultural economics, economics or related discipline.
- 5-10 years’ experience, including five years conducting and/or overseeing survey implementation
- Experience in conducting surveys addressing rural livelihoods and agriculture is a plus.
- Knowledge of STATA or related software is a plus.
- Experience in conducting impact evaluations is a plus.
- Excellent written and communication skills in English.
