The part-time consultant position is available immediately. It is expected to be a one year contract, renewable with a level of effort averaging 5 to 10 hours but occasionally up to 20 hours per week. GBI ends 9/30/2015.

Program Summary:
|
In September 2010, USAID launched the Global Broadband and Innovations Alliance (“GBI”) to (a) support the effective creative use of telecommunications funds (aka Universal Service Funds) to support the build-out of rural telecom networks, (b) deploy new affordable telecommunications equipment and new business models that allow private sector providers to deliver affordable and reliable broadband Internet services, and (c) support the utilization of information and communication technology (ICT) tools to achieve socio-economic development in priority areas for USAID.
The GBI program has two main implementing organizations:
- Integra LLC[1] supports objective (a) above addressing universal service fund opportunities.
- NetHope[2] supports objectives (b) and (c) above addressing new telecom “access” solutions as well as sectoral “applications.”
The two organizations, Integra and NetHope, work closely together to ensure consistent, integrated delivery of results to USAID.
The part-time consulting position is through NetHope, but work is expected to be performed across the GBI portfolio of projects.

Position Summary:
|
The part-time Communications Consultant is responsible for preparing communications material for both traditional and social media, repurposing and formatting content for different outlets, coordinating publication of materials, and disseminating content via a variety of outlets.

Essential Consultant Functions:
|
Specific responsibilities include, but are not limited to the following:
Research, write, edit and proofread a broad range of print, audio-visual, interactive, web-based outreach and other support materials regarding the use of information and communication technologies in the development spectrum.
Produce weekly brief ICT4D reports based on GBI project results.
Collaborate on the writing, design, formatting and production of print, audio-visual (both photographic as well as short project-oriented full-motion videos), presentation and web-based products.
Liaise with GBI project team to help design, create and maintain project website, including social media outreach.
Convert print products into online products, post and make available through various web outlets.
Assist with planning and implementing webinars and events.
Other duties assigned as necessary.

Education:
|
Bachelor of Arts degree in one of the following or related fields: Communications, English, International Communications, International Development, International Relations, Journalism or equivalent job-related combination of education and work experience.
|
Experience:
|
5 or more years of relevant experience required.
Specific Knowledge Requirements:
Knowledge of information and communications technologies for development (ICT4D) preferred.
Five (5) years relevant work experience in a position that regularly required the applicant to write for an external audience (5 samples of work required).
Experience with both traditional and social media.

Proficiency using Microsoft Office applications (including Word, PowerPoint, Excel), desktop publishing and associated software such as Adobe Creative Suite social media tools and meta-tools (such as Twitter, Facebook, LinkedIn, TweetDeck, and HootSuite) and social media metric tools (such as Radian6, TweetReach, TweetLevel, TwitterSearch), webinar platforms (such as AdobeConnect or WebEx) and e-mail.
Demonstrated ability to work independently and as a team member, prioritize and competently manage a variety of activities with multiple deadlines; motivation and willingness to take initiative and full responsibility for selected activities.

Equipment To Be Used:
Consultant must provide his or her own publishing software, computer and communications equipment.
Part-Time Work:
While it is expected that deliverables will have daily deadlines and the need to interact with GBI team members during their business hours, it offers flexible scheduling as long as business objectives are met.
Travel and Geography:
International travel is a possibility. If consultant is based in the Washington, DC metropolitan area, this is a plus as periodic face-to-face meetings in downtown Washington a likelihood. |
