Capacity Building Senior Officer, Kigali, Rwanda

The International Rescue Committee (IRC), a renowned international humanitarian agency, would like to inform interested candidates about full time job vacancies available for the project 'Inclusive Society: Together Ending Malnutrition,' funded by the European Union in Ngoma district. Full time position based in Ngoma.

Key Responsibilities

The Capacity Building Senior Officer is responsible for building a strong partnership with the DPEM Multisectoral Committee and key District staff to contribute to institutional strengthening and to promote good governance principles such as participation, transparency, accountability and responsiveness. This position is meant to ease the relationships between the District of Ngoma, the DPEM Multisectoral Committee members and the civil society and to support the effectiveness of the DPEM Multisectoral Committee:

• Leading the capacity assessments for the District and the DPEM committee and developing capacity building plans according to their needs
• Supporting the DPEM committee in organizing its work, with a focus on participatory planning, management and coordination, as well as on sharing of information to ensure transparency and accountability
• Providing on-going capacity building for DPEM Multisectoral Committee members and key District staff (training, coaching, technical and organizational assistance, exchange of experience, etc)
• Supervising the capacity-building officer and the Partnership and Finance Officer in charge of strengthening civil society partners' capacities and developing advocacy actions
• Producing timely and accurate activity reports and ensuring the use of the tools and procedures for the monitoring and evaluation of the project
• Assisting the Project Manager with budget and activity planning
• Ensuring close collaboration with the nutrition officers and the CSO partner

Qualifications

• At least 3 years of experience in capacity-building, change management or education for adults
• Bachelor in social science, political science or related field
• Proven experience in working with local governments
• Working experience with NGOs on decentralization, good governance, advocacy or civil society empowerment topics
• Basic knowledge on public health and/or nutrition is an asset
• Excellent communication skills, ability to work with a wide range of actors, including local authorities
• Team player
• Good writing & reporting skills
• Good IT skills (Word, Excel Power Point, Internet, Outlook)
• Fluent in Kinyarwanda, English and/or French
• Knowledge of Eastern Province is an asset.
