1. Senior Technical Specialists (9 Positions)
We are seeking Senior Technical Specialists for a multiyear, USAID-funded project in Rwanda, Private-Sector Driven Agricultural Growth (PSD-AG). The program will increase smallholder incomes by promoting private sector investments that contribute to the government of Rwanda's Vision 2020 aim of "transforming agriculture into a market-oriented, competitive, and high value-sector."
We are seeking candidates for the following positions:
A. Value Chain Competitiveness Expert
Needed qualifications:
- Experience in a mix of economic growth/trade, value chain competitiveness, investment promotion, or agriculture development
- Demonstrated success in implementing programs aimed at increasing the competitiveness and inclusiveness of value chains using facilitation approaches
- In-depth knowledge of the Rwandan agricultural sector, including national and international market and investment opportunities for high value and staple products
- Demonstrated track record in building commercial relationships with private sector actors and facilitating local and international investments in agricultural value chains
- Demonstrated success in strengthening vertical and horizontal linkages between value chain actors
- Demonstrated knowledge of the latest developments in advancing good/best practices in value chain development among women, youth, the poor and very poor
B. Enabling Environment Specialist
Needed qualifications:
- Experience in public policy areas focused on agricultural investment promotion, economic growth, trade or value chain competitiveness
- Experience working closely with government entities to develop a common agenda to attract, support and promote increased investment in the agriculture and agribusiness sectors
- Demonstrated track record of investment facilitation, public-private partnership design and execution, and negotiation in emerging markets and/or developing countries
- Demonstrated experience implementing effective public-private dialogue mechanisms and collaborating across ministries and government agencies
- Experience in assessing and creating investment policies that support private sector investment in agriculture
- Ability to strengthen public sector capacity to develop and advocate for policies that incorporate private sector perspectives and public sector capabilities
C. Chief Financial Officer/Grants Manager
Needed qualifications:
- Experience with financial management and administration for an international development project; previous East African experience preferred
- Demonstrated experience managing sub-grants and subcontracts, and demonstrated knowledge of USAID regulations related to the oversight of such instruments

Qualifications of D, E, F, G, H, I:
- Master's degree in international trade, economics, business administration or other relevant area
- Minimum ten years of progressive professional experience in an applicable subject area

2. Chief of Party

Technical Qualifications:
- Experience in a mix of value chain competitiveness, investment promotion, agribusiness development, and business enabling environment.
- Demonstrated experience in managing market-led agriculture investment promotion programs, preferably with a value chain growth focus.
- Proven ability to analyze and identify national and international market opportunities, build commercially viable relationships with private sector actors and facilitate investments in upgrading.
- Demonstrated effectiveness in building partnerships with host country governments, and providing advisory support to senior level decision makers.
- Demonstrated experience in policy formulation and analysis, particularly as it relates to trade and investment promotion.
Minimum Qualifications
- Minimum of 15 years of progressively responsible supervisory work experience.
- At least 5 years of chief-of-party experience in managing large (at least $10 million) USAID-funded projects.
- Fluency in English and French preferred.
- M.S., M.B.A., or other post-graduate degree in trade, agricultural development, institutional development or other relevant field.

3.Operations Manual Consultant
We are seeking a Grain Reserve Operation and Procedures Manual Consultant for our current USAID-funded SEGIR GBT II project in Rwanda. This 3.5-year initiative started in September 2009 and addresses post-harvest inefficiencies by improving storage facilities and post-harvest practices. Our Post-Harvest Handling and Storage (PHHS) approach includes four components: market linkages, investment finance, post-harvest management and post-harvest policy strategy. These components work together to lead to a reduction in post-harvest losses; an increase in storage facilities; more farmers using storage facilities; private sector funds flowing into post-harvest projects; and an increase in the weight and value of commodities entering USAID-supported storage.
The National Strategic Reserve (NSR) has been introduced in Rwanda to address potential shocks to food supply that the market or other government programs cannot or have not adequately addressed, thus helping to improve food security while simultaneously avoiding market distortion. The Government of Rwanda is responsible for the cost and maintenance of the NSR and for it to achieve its objectives, the Rwanda Ministry of Agriculture would like to have in place an Operations and Procedures Manual for the Strategic Grain Reserve. ACDI/VOCA expects the consultant to produce a draft operation manual which he or she will present to Ministry officials through a power point presentation and after incorporating comments the consultant will submit a final document of the Rwanda Strategic Grain Reserve Operation and Procedures manual.
Responsibilities:
- Conduct the assignment through a desk study, interviews with key stakeholders, departmental staff, Ministry senior officials, program staff, field visits and access to necessary documents.
- Produce a draft Operation and Procedures Manual for the NSR, which the consultant will present to Ministry officials and relevant stakeholders.
- Incorporate comments/recommendations from the Ministry and other stakeholders to produce a final Operations and Procedures Manual for the Rwanda NSR.
Qualifications:
- Proven experience in the following fields required: Post-Harvest Handling, Silo Management, Grain Reserve management, policy development for state/national reserves.
- Experience developing operational guidelines for grain reserves required. This includes: determining stock levels and composition, grain procurement, maintenance of stocks, quality control, and rotation mechanisms for buying/selling/distribution/disposal.
- Demonstrated experience developing and managing computerized inventory control systems for grain reserves preferred.
