Humanitarian Programme Manager , South Sudan

Oxfam GB has been working in Southern Sudan since 1983. Our current programmes include Public Health initiatives in two States, Upper Nile State and Lakes State as well as Livelihoods initiatives in seven counties of Lakes State. We also have an Emergency Preparedness and Response Initiative with a Sudan wide mandate and cross cutting themes in Gender, Policy & Advocacy and Conflict Sensitive Programming.

The role:

• Representing Oxfam to government officials, UN agencies and other NGO staff at field level as appropriate. • Carrying out ongoing monitoring and providing clear analysis of the humanitarian situation and of the Oxfam response • Supporting the Humanitarian management in providing accurate information and analysis for the development and implementation of current and future OGB programming. • Ensure staff safety and security procedures are monitored, updated and implemented. This will include an analysis of the risks and the threats to staff working on Oxfam programmes. • At the field level, to implement and manage the Jamam programme ensuring an integrated one-programme approach between projects. • Provide information to management to develop a rainy season contingency plan, and phase two plan for refugee response. • Developing and monitoring project objectives; • Recruitment of local staff, and management of all staff in line with Oxfam policies, ensuring that they have the necessary induction, training and support as required; • Succession planning for all HSP and short term staff positions; • Ensuring narrative reporting and financial accounting as appropriate; • To ensure that assessments, planning and implementation have gender and protection considerations mainstreamed in accordance with Oxfam policy. • To ensure that all work is carried out in a way that is sensitive to community needs and gender issues. In particular to promote the full and equal participation of women in all aspects of the work and to ensure that Oxfam's Programme is an opportunity for peace making, rather than community division. • Develop a succession plan through working closely with the UN Programme Devpt. And EP&R Manager to coach, mentor & support him to potentially take on the Humanitarian PM role

The person:

• Experience of emergency and development work, and an understanding of relevant issues. • A proven record of effective management in an insecure environment. • Diplomacy, tact and negotiation skills. • Experience of working with refugees or IDPs in a camp situation will be a distinct advantage. • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts. Experience of S. Sudan, particularly Upper Nile region an advantage. • Basic accounting and bookkeeping skills. • Good spoken and written English are essential. • Sympathy with the aims and objectives of Oxfam. • Commitment to humanitarian principles and action. • Demonstrated experience of integrating gender and diversity into emergency response programmes. • To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol).
