Responsible to: Country Director Responsible for Staff at Department
Purpose of the Post The Head of Corporate Services will provide strategic leadership in developing the Muslim Aid country strategy. S/he is responsible for overall administration, Logistics, HR, Information Technology, media and communications and to provide strategic direction to all aspects of the corporate services to ensure maximum achievement of Muslim Aid objectives within the framework of organizational principles and policies.
Main Responsibilities
Commitment • To ensure that Muslim Aid’s mission and vision is pursued through the country programme. • To promote gender equality, diversity and equal opportunity in leading the field office activities.
General Administration • To formulate and implement Administrative policies and guidelines • To oversee preparation of Monthly Action Plans and Activity Reports for staff • To monitor the progress and take necessary corrective measure • To facilitate programme managers in implementing the administrative policies and guidelines.
Human Resource Management • To formulate and implement human resource policies and guidelines. • To Ensure that all projects positions are staffed with right people • To conduct and review HR planning of the organization • To ensure that all staff participate in annual appraisals • To address conflict resolution, problem solving • Ensure congenial working environment (gender sensitivity, staff harassment safety and security etc.) • Talent management and prepare staff development plan • To ensure exit interviews are conducted for staff when they leave Muslim Aid.
Procurement and Logistic • Direct all operations of the Procurement Department. • Formulate policies with respect to the operations of the Procurement department. • Consult as necessary with the Country Director, Head of Finance, and Head of Programmes on matters or policies affecting purchasing functions through the system.
Representation • To ensure that all necessary legal agreements are in place and kept up to date. • To represent Muslim Aid to government, foreign diplomatic missions, the UN and other international agencies, donors and partners and other bodies including the media and the public.
Management, Support and Development • To provide leadership and direct line management support to the Senior Management Team and any other key staff that may be appointed. • To assist in the design and implementation of the operational structure • To ensure all policies, guidance notes and procedures including handbook are updated and implemented on a regular basis. • To ensure that all staff have well defined and understood contracts and job descriptions. • To identify the training needs of staff and ensure processes are in place to support and encourage appropriate personal and professional development of staff within the context of the organisational objectives.
Information Communication Technology and Media Communication • To ensure effective use of corporate softwares • To ensure anti-virus software is installed on all PCs and updated (at least monthly) and that data is systematically backed up (at least weekly) and archived. • To guide and lead the media team to build up positive image of the organization.
Security and Health & Safety • To maintain an overview of the political and security context, noting how developments may affect programme work. • To ensure that robust and effective security and evacuation plans and procedures are in place and regularly reviewed and updated in order to secure the safety of all staff at all times. • To ensure that the health and safety policy is regularly reviewed and all staff are aware of this policy and follow its guidelines.
Other • Any other duties commensurate with the accountabilities of the post.
PERSON SPECIFICATION
Education
Master in Social Science/Post graduation in Business Administration major on HR with 10 years of experience in INGO/NGO sector
Knowledge
• INGO Administration and Human Resource Management • Talent Management • Donors Compliance • Developing manuals
Experience Essential • Proven Organizational staff manual and procurement manual development experience. • Human Resource management of a large national/international organizations • analytical or legal role • proven experience on administration, transport management , bulk procurement and ICT need assessment • Proven experience of recruitment and selection • Proven experience of complaint handling
Experience Desirable • Experience of Labor Law and related employment standing rules
Skills Essential • Good written and oral communication skills. • Tact and diplomacy at all times. • Outgoing personality with solid interpersonal and diplomatic skills. • Excellent communication and team-working skills, with the ability to build good relations, both internally and externally. • Good understanding of processes, policies and procedures of an international organization
• Excellent strategic judgment, planning, co-ordination and prioritization skills.
• Working knowledge of Microsoft Word, Excess, Power point

Salary Range US$ 22,000 to $25000 per annum
Period of Contract Initially for a period of two years with probable extension
