DAWASCO is a Public Corporation which was established to provide water and sewerage services to the City of Dar Es Salaam and some parts of Coast Region. It has vacancies which have to be filled immediately. These are senior positions in the Corporation.

1. POSITION: DISTRIBUTION MANAGER
Reports to: Chief Operations Officer
CORE FUNCTIONS
The Distribution Manager shall be responsible for heading the supervision of network operation, maintenance of the distribution network and its associated facilities and supervise and plan for network improvement.
Main Duties and Responsibilities
Operation and maintenance of all transmission and distribution mains, all water reservoirs, bulk meters, and determination of water flow pressure in both water transmission and distribution system. Planning and implementing preventive maintenance for water transmission and distribution mains and effective water distribution schedules including water rationing. Determination of daily water supplied and water demand for the city, preparing budget and business plan for distribution section. Embrace creativity and Innovation to facilitate business development, and build team work amongst team members.
Qualification and Experience
University graduate in civil engineering or a post graduate degree in water resources or sanitary engineering as an added advantage, with five (5) years experience in water supply operations. Good Public Relations, computer literate and ability to demonstrate sound managerial and leadership skills.
2. POSITION: PUBLIC RELATIONS MANAGER
Reports to: Chief Executive Officer
CORE FUNCTIONS
The Public Relations Manager shall report to the Chief Executive Officer and shall be responsible for providing a link between the organization, the public and the media by providing appropriate information and publicizing the company operations.
Main Duties and Responsibilities
- Promoting goodwill by publicity efforts such as speeches, tours, exhibitions. Conducting research on public relations issues of concern to DAWASCO. Preparing and circulating fact sheets, brochures, leaflets, press releases to print and electronic media and stakeholders. Conducting programs designed to create and maintain a favorable image for DAWASCO. Coordinating press interviews and press conferences. Preparing and producing newsletters and maintaining DAWASCO website. Handling special events and activities that the corporation supports in order to gain public attention through the press. Maintaining and updating information and make recommendations to enhance the corporations’ image. Responding to requests for information.
Qualification and Experience
Candidates should have a degree in Mass Communication, or Public Relations. In addition the candidate should have work experience of five years in Public Relations in a similar position or at least four years of experience in a media company
3. POSITION: MONITORING & EVALUATION MANAGER
Reports to: Chief Operations Officer.
CORE FUNCTIONS
The Monitoring and Evaluation Manager shall be secretary to the monitoring and Evaluation Committee. He/She will be responsible to ensure timely collection, consolidation and analysis and evaluation of performance data
Main Duties and Responsibilities
Carry out periodic monitoring and evaluation of business units’ performances according to existing contracts. Conducting monthly evaluation of reports submitted by business units and their validity. Communicate to the business units the result of monthly evaluations, Recommend to DAWASCO Management measures and decision to be taken to improve performance in respective business units and the corporation in general. Ensuring consistency in Monitoring and Evaluations of business units, and coordinate all reports preparation and analysis for use in various levels of management. Conducting verification visits to business units and provide feedback to the management. Identify opportunities for DAWASCO to improve performance and quality of the service. Verify and validate various commercial transactions related to customer billing on daily basis, periodically recommend to Management (HQ) and business units on the matters related to improvement and compliance to performance contract.
Qualification and Experience
The ideal candidate must be a graduate in Social sciences with at least 5 years experience preferably in water supply, economics and performance monitoring and evaluation. Strong computer literacy skills are an added advantage including statistical packages. An analytical person with sense of judgement
4. NON REVENUE WATER REDUCTION MANAGER
Reports to: Chief Operations Officer.
CORE FUNCTIONS
To Plan and implement Non Revenue Water reduction strategies
Reporting
The NRW Manager will be reporting to the Chief Operations Officer
Main Duties and Responsibilities
Modeling and verify the new network and to explore and develop water asset management (WAM) register. Verify and compile water production, supply and consumption data, make a detailed analysis of the causes of water losses (water audit). Design a program aimed to achieve reduction in both real and apparent losses. Help to set accurate and achievable targets for leakage control. Asses and monitor performance of NRW management and implement the NRW strategy by prioritizing NRW components and set targets. Make budget considerations for implementing the strategy. Make estimation of physical and commercial losses.
Qualification and Experience

5. POSITION: CUSTOMER SERVICES MANAGER
Reports to: Chief Commercial Officer.
CORE FUNCTIONS:
To provide excellent customer service, and manage call center
Main Duties and Responsibilities
Provide support and advice to existing customers, potential customers and the general public. Handling customer complaints to the conclusive end; representing DAWASCO to EWURA on related matters. Prepare proposals, reports, and research findings to the Chief Commercial Officer on matters related to customers’ affairs. Develop customer service procedures, policies and standards for the department. Liaise with Operations department on matters requiring engineering or technical interventions. Prepare and coordinate periodical reports. Liaise with area offices and other managers in relation to complaints concerning customers in their areas. Conduct customer care training for all DAWASCO staff to deliver excellent customer service. Manage teams of customer care supporting staff at all area offices,
Qualification and Experience
Candidates shall be holders of any degree, a degree Bachelor of Commerce, OR Business Administration will be given a higher priority and the candidate should also demonstrate management and leadership skills, listening and problem solving skills. In addition the candidate shall have at least 5 years of experience in commercial oriented field.
6. POSITION: AREA MANAGER (5)
Reports to: Chief Commercial Officer
CORE FUNCTIONS
The Area Manager shall be responsible for managing water and sewerage operations effectively and efficiently with regard to revenue collection, customer services, meter reading and human resources in their respective areas. Also the candidate will oversee and execute development of areas, planning for business growth within the area.
Main Duties and responsibilities:
Developing work plans for the Area Office in line with the DAWASCO corporate plan. Ensure a consistency in Monitoring and Evaluations of business units. Preparing budget and business plan for area, Monitor new connection activities in the area including customer database and billing system. Managing water supply and sewerage (where they exist) networks efficiently, attending to customer complaints, Ensuring accurate meter reading and accurate billing of customers. Enhance teamwork and values of DAWASCO among staff enforcing discipline at work. Reviewing and maintaining and improving procedures and defining best practices. Advices CCO in matters related to the business and prepare various reports, weekly, monthly, quarterly and as requested.
Qualification and Experience
Degree, a degree in engineering (Civil), B Com, or Business Administration will be given a higher priority and the candidate should also demonstrate management and leadership skills. In addition the candidate shall have at least five years of experience in commercial oriented field.
7. POSITION: HUMAN RESOURCES MANAGER
Reports to: Chief Human Resources Officer
Main Duties and Responsibilities
Maintaining employee’s database and supervising the payroll system. Keeping track on the transfer of employees’ change of jobs and stations and assign new duties to various employees. Attending to staff matters such as leave, allowances, etc. Overseeing and advising worker’s representative (Trade Union). Organizing staff meetings and serving as strategic partner to management by integrating HR strategies into organization’s overall mission and operational strategy. Developing and reviewing HRM “Best Practices”. Reviewing, implementing, and updating applicant tracking, employment practices, compensation, benefits, and human resources programs and methods on a regular basis. Advise on applying rules, procedures and policies of the corporation to employees and managers including updating them.
Education and Qualification
Degree in Human Resources Management or Public Administration, post graduate degree in Human Resources Management shall be an added advantage with 5 years experience in Human Resources Management functions.
