Dire Dawa, the second largest town in Ethiopia, is a major economic centre for the region that is well connected with two daily flights to and from Addis Ababa (1 hour flight) and a good road network. The town hosts a culturally vibrant local community as well as various international organizations
Dimensions
Provide leadership in the base strategy for the coming years
Manage programs and support teams in implementing activities
Liaise with external actors working in Shinile zone
Promote integration between Oxfam GB's Livelihoods and WaSH activities with DRR mainstreaming.
Report to donors on the current grants and coordinate the research of new grants
Key Responsibilities
Leading programs design, delivery and strategy:· Be a key player in linking the 2012 Shinile strategy with the 5 years Pastoral programme strategy · Programme design and planning to deliver programme component of PIP in line with Shinile 2012 strategy. · Deliver demonstrable impact through direct programme action and advocacy action based on programme experience and outcomes in order to bring about policy and practice changes relating to OI's aims.·
Proactively ensure that the programs are implemented in a consultative, participative and gender sensitive way. · Proactively ensure that DRR is mainstreaming in every steps of the programs· Ensure a high quality, multi-sectoral approach, aiming at reaching LEGS and Sphere standards, with a strong focus on quality and accountability·
Follow up closely the evolution of the context and of the needs to adjust Oxfam intervention to the accurate needs of the communities· Develop emergency response capacity and ensure that contingency plans are reviewed· Represent Oxfam to government officials, UN agencies, donors and other NGO staff at field level as appropriate and at national level by delegation from Country Director and from the Humanitarian Country Team.·
Recruitment of local staff, and management of all staff in line with Oxfam policies, including diversity and HIV policies (performance management, induction, training and support as required)Manage Oxfam GB's risk:·
Follow up the evolution of the security and political contexts and stakeholders analysis to ensure effective staff security.· Ensure that budgets are drawn up for all activities, and that costs are kept within budgets, providing a monthly financial summary to the country co-ordination office and quarterly analysis of trends.· Provide regular, timely high quality reports on programme and projects by ensuring that proper monitoring and indicators follow up is included in all work.·
Manage and monitor administration and logistics systems and procedures.· Ensure that Oxfam complies with relevant legislation.Communicating Oxfam's work and contributing to the regional programme:· Manage Oxfam GB's contribution to Oxfam International's work, represent and develop good relationships with official authorities and other agencies, be proactive in ensuring that Oxfam develops and maintains a positive profile.· Identify and conduct impact assessment initiatives and ensure effective communications about programme impact with stakeholders within and outside Oxfam.·
Actively participate in developing and implementing a regional programme, including participation in SCO teams. To keep informed of relevant programme issues in the Programme and to contribute to wider programme learning.Local capacity building:·
Draw up a professional development plan for the staff· Ensure that performance management is in place and used effectively.· Contribute to the identification, engagement and management of a local implementing partner · Give all opportunities of trainings, seminars, coaching in the limits of the budgets for his/her development.· Ensure particular follow up by giving regular advice, guidance and feedback.
Skills and Competence
Experience of pastoral development and emergency work, and understanding of relevant issues.· A proven record of effective and complex management in relief work including managing budgets, staff and funding of programs. This is to include excellent people management skills, with a good understanding of team development and proven financial management skills.·
First degree or equivalent in a relevant discipline (preferably development studies, economics, politics, sociology, humanities) or substantial experience.· Proven ability to work creatively, innovatively and effectively with limited direct supervision.· Proven experience as a team worker and demonstrably co-operative with members of other teams.·
To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol).· Commitment to humanitarian principles and action.Thinking and understanding:· Good understanding of community long term and emergency issues, with experience of, or ability to, work directly with local NGOs or communities in the following issues: livelihoods; water and sanitation; health / disability / gender and of how this may link to Oxfam's objectives within the programme and in the region, as well as in the use of impact assessment to inform programme development choices.·
Proven analytical skills and ability to think strategically for programme design and to implement the approach.· Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalised people in all aspects of Oxfam GB's work.· Sympathy with the aims and objectives of Oxfam.Working effectively with others:· High level interpersonal and communications skills.· Fluency in spoken and written English.· Ability to influence and liaise effectively with key stakeholders, such as local authorities, partner organizations, armed forces, etc
Leading others: Proven evidence of leadership skills including challenging, motivating and developing a team through periods of change.· Ability to work with others to develop vision into strategy and communicating and influencing this to a wider audience.· Ability to create the environment to enable others to achieve their objectives and to be able to develop their skills and abilities.
Desirable: Knowledge of Pastoral System in the Horn of Africa and Ethiopia in terms of its political, economic and social trends plus a good understanding of the key humanitarian and development-related issues in the country.
Other:· Ability to travel to remote areas in the project and across the Program.
