Rio Tinto Energy has recently acquired control of Riversdale Mining in Mozambique. Riversdale currently has 2 projects, the Benga project which is set to produce first coal in 2011, and the Zambeze project which is at feasibility stage. Riversdale has an expansive coal resource and a very significant growth profile. The Rio Tinto Health and Safety standards and processes need to be established in a quick and effective way to deliver strong health and safety outcomes and alignment with Rio Tinto's values and standards.
It is an interesting time to be in Mozambique with the country experiencing growth across multiple areas, including natural resources and tourism. The locals speak Portuguese and whilst you do not need to have an understanding of the language, you will need to have an appreciation for the culture that comes with working in Africa.
The learning and development team focuses on developing and increasing the skills and competencies of Rio Tinto Mozambique personnel and external clients. The team plays a critical role in developing and executing the strategy to enhance the skills and capabilities of the Mozambican workforce, resulting in Mozambicans being suitably skilled to take on roles in the organization previously filled by expatriate employees. The primary purpose of this role is to define and vision of Learning and Development and scope the objectives of the Learning and Development system. The role of Manager - Learning and Development is to:
- Develop a learning and development system that provides for an accelerated transfer of critical skills and competencies to Mozambicans, within the framework of diminishing expatriate workforce quotas over time.
- Develop the annual plan of the activities of learning & development based on the needs of numerous customers and within a rapidly evolving and expanding business context.
- Rapid, appropriate and dynamic decisions must be taken to reallocate resources. Decisions of this nature require effective consultation with other leaders and customers.
- Alignment of the learning and development strategy and system with Rio Tinto Energy, Rio Tinto, Mozambican Government Agencies and other groups to ensure a good integration of these efforts.
- Exercise the functional leadership required to encourage leaders to develop and to manage the skills of their team members and to make sure that the activities are aligned with the Learning and Development system.
- Ensure that Learning and Development provided assists in achieving business strategies and priorities.
- Ensure that the processes and the practices are aligned and efficient according to the challenges and the priorities of Rio Tinto Mozambique.
- Maintain a network of internal and external consultants, experts, representatives of government education. This implies to be able to understand and adapt to a highly diverse set of issues and people related to all aspects of the Rio Tinto businesses in Mozambique.
- A degree in human resources, training, learning and development, adult education, instructional design or a Human Performance Specialist degree.
- Experience in designing and implementing learning and development initiatives in developing countries (preferably in Africa).
- Success in developing local workforces to meet Government employment agreements e.g. localisation plan
- Managing an intercultural team
- Large scale project management
- Portuguese language skills are highly desirable.
