In 1994, the 20-year Programme of Action (PoA) of the International Conference on Population and Development (ICPD) was adopted in Cairo to address the critical challenges and interrelationships between population and sustained economic growth in the context of sustainable development and human rights. General Assembly Resolution 65/234 on the follow-up to the ICPD beyond 2014 mandates UNFPA, in cooperation with all relevant organizations to “undertake an operational review of the implementation of the Programme of Action on the basis of the highest-quality data and analysis of the state of population and development, taking into account the need for a systematic, comprehensive and integrated approach to population and development issues". The post described therein, will be part of the technical team of the secretariat put in place by UNFPA to carry out the 20-year Operational Review (OR) with the objective of assessing progress and achievements of ICPD PoA implementation since Cairo.

Organizational Setting:

The post is located in the ICPD Beyond 2014 Coordination Secretariat. The staff member reports directly to the OIC, ICPD Beyond 2014 Coordination Secretariat. Under the supervision of the OIC, the staff member assists the ICPD Beyond 2014 Coordination Secretariat, Regional Offices and Regional Economic Commission partners in the scanning of political environment for the ICPD review processes at country, regional and global levels and the development of strategies and policies to guide UNFPA’s positions in the inter-governmental and civil society processes/negotiations at the regional and global levels. In addition, the staff member is responsible for preparing analyses and developing strategies for removing reservations to the ICPD Programme of Action and for editing a companion text to the Programme of Action based on research on all legislation and outcomes since 1994 that add to or enhance the Programme of Action.

Job Purpose:

• The incumbent works with Member States, Observers, UN system entities, external partners and UNFPA’s governance structure to promote the ICPD agenda and UNFPA positions and policies, in the context of the ICPD review beyond 2014.

• She/he contributes to the development of new UNFPA strategies and policies to guide UNFPA’s positions in the inter-governmental and civil society substantive processes/negotiations for the ICPD review

• She/he informs; influences and maintains the support of Governments, regional partners and civil society networks for supportive outcomes in the regional processes and negotiations and for removing reservations to the Programme of Action.

• She/he prepares conference formats and procedural rules that facilitate outcomes supportive of the ICPD agenda and the objectives of the ICPD review beyond 2014.

• She/he advocates for awareness of and commitment to ICPD among Member States, UN organizations and external partners and ensures inclusion of key language in the regional population conferences and outcomes.

Major Activities/Expected Results:

• The incumbent supports the ICPD Beyond 2014 Coordination Secretariat, other UNFPA units and relevant partners in developing policies, strategies and proposals for decision making in inter-governmental and civil society processes related to the ICPD review beyond 2014. She/he interacts with UN Missions, Regional Economic Commissions and Civil Society partners, monitors political risks and opportunities for enhancing the ICPD review in the national, regional and global inter-governmental processes and advises senior management on trends and the environment and their implications for the ICPD reviews. She/he prepares briefs and other background materials to facilitate decision-making by the Fund.

• The incumbent shapes UNFPA’s relations with external partners in the national, regional and global review processes, maintains interpersonal relations with counterparts through regular exchange of information, provides and/or arranges preparations for and coordinates representation, coverage, rapporteuring and reporting of the inter-governmental and civil society meetings pertinent to the ICPD review. She/he maintains constant exchange of views and submits appropriate proposals to be shared with negotiating blocs to influence decisions and ensure that the substantive conclusions of the global survey and other thematic reports are understood and that the outcomes of the processes/negotiations are supportive of the ICPD agenda and the objectives of the review.

• The incumbent fosters collaboration with Regional Commissions and steering bodies for the civil society processes in support of conference formats, arrangements and organization as well as providing guidance on the leadership of such processes to ensure outcomes supportive of the ICPD. She/he consults regularly, negotiates on issues to be legislated in the regional population conferences and works with the Regional Commission secretariats and with relevant partners to ensure reflection of UNFPA perspectives in the regional and global negotiation processes and in the relevant reports of the Secretary-General.

• The incumbent generates reports and analyses of and manages the information flow on the governmental, inter-governmental and civil society processes to ensure that UNFPA presents coordinated positions. She/he coordinates the preparation by the Regional Offices and Country Offices in support of national delegations to the review processes at all levels, including providing advisory notes with messages for statements and resolutions and other outcomes. She/he coordinates, participates and provides political perspectives to policy consideration in UNFPA’s internal meetings related to the ICPD review.

• The incumbent provides support and direction to Country Representatives in conducting dialogue on policy and agenda setting issues related to the ICPD review. For this reason, she/he prepares information notes on political objectives to be pursued with national partners.

• The incumbent contributes to and supervises, as relevant, the maintenance and updating of data bases on delegates, officials and other partners for effective information flow, contributes to the creation of planning tables, calendars of key events relevant to the review and supervises the update of the calendar and all related documents on the ICPD beyond 2014 website to ensure that most important reports and information on UN processes are available for the Fund.

• The incumbent researches all legislation by the economic, social, humanitarian, human rights and peace and security organs and their subsidiaries as well as by the Special Rapporteurs to identify and edit a companion document to the ICPD Programme of Action of all legislation that add to or enhance the ICPD agenda.

• The incumbent assists the OIC of the ICPD Beyond 2014 Coordination Secretariat to facilitate the successful organization and outcomes of the regional population conferences as well as the outcomes of the 2014 session of the Commission on Population and Development and the UN General Assembly Special Session on the ICPD review.

• Undertake any other tasks as assigned by the O-I-C, ICPD Beyond 2014 Secretariat.

Job Requirements:

• Master Degree or equivalent in International Relations or Social Sciences • 7 years of progressive experience in dealing with international issues of which 5 years should be in an international environment • Fluency in English, working knowledge of another required UN official language desirable. • Specialized knowledge is required in the following fields: external relations and the UN system; networking and advocacy; international economic and development cooperation and UN operational activities for development
