REQUEST FOR PROPOSAL –International Education Consultant Duration of the consultancy - April 2012 to 2015 (with 15 weeks for completion of baseline)
- Consultancy Services- For evaluation of Learning Achievement in Selected Woredas in Amhara and Sub-Cities in Addis Ababa- Ethiopia.
Background. The goal of education is to enable children to learn effectively, realise their full potential and participate meaningfully in society. Poor quality of the education systems is one of the many reasons why this goal is not achieved. Quality education demands attention to the content of the curriculum, the nature of the teaching, the mode of assessment and issues of leadership and accountability. It also implies providing learning environments that are free of gender discrimination, offers protection from violence against children and promotes their rights, and empower communities to get involved in the management of education. The education sector in Ethiopia, cognizant of lessons from the past, has prioritized improvement of quality of education during the period 2010/11-2014/15. It aims to improve education quality by continuing to implement and strengthen the General Education Quality Improvement Program (GEQIP, 2007).The overall increase in enrolments has also not been matched by improvements in efficiency or quality. The drop-out rate in Grade 1 has stagnated in the last five years ; completion rate for Grade 8 remains low despite some gains; while repetition and drop-out rates remain the highest at the primary level of the education system.
Qualification and Experience Required (International Consultancy Services) The team of international and national consultants will have rich experience in education assessment. This consultancy requires the services of competent individuals with analytical competence and knowledgeable about education in Ethiopia, the region and globally. They will also be experienced in research and conversant with quantitative and qualitative methodologies.
Qualifications of the team members:-the consulting team comprising of international and local consultants should have members with the following qualifications:- • Post-graduate degree in Education, with over 7 years’ experience with broad international experience on issues of assessment and education quality. • Familiarity with quality assurance in education, testing, national examinations and National Learning Assessments and/or Early Grade Reading Assessments. • Familiarity with the Ethiopian Education and Training policies and curriculum. • Evidence of data management skills, including competence in MS Excel, MS Access and SPSS • Evidence of strong research and written communication skills including experience with literature reviews, report writing and data analysis.
• Organized and able to present ideas in a concise and logical format including proven ability to summarize lengthy and complex information into short and simple language. • Good analytical writing and communication skills in English with demonstrated ability in conducting good quality analyses. • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships within the organization.
