Under the general direction of the Deputy Project Director, the Technical Director/Organizational Development Advisor is responsible for the technical leadership of the LMS/Kenya program. S/He serves as a member of the LMS Management Team.
In his/her role as Technical Director, s/he will ensure that all project interventions incorporate the best technical guidance and state-of-the-art practices in leadership, management and governance. In conjunction with the project leadership, s/he imparts a unified strategic vision and ensures that program activities lead to achievement of program goals and objectives in a timely fashion. S/he will coordinate all technical activities related to the project’s technical areas: strategy, resource mobilization, and governance; finance and grants management; M&E and HMIS; and be responsible for the successful performance of the technical team. The Technical Director also supervises the Regional Leadership, Management, and Governance Activities Manager.
In his/her role as Organizational Development Advisor, s/he will provide focused, high-quality institutional capacity building assistance to partners and clients of the Leadership, Management and Sustainability (LMS) Program in Kenya. S/he will work with LMS team members to develop and implement a program of organizational capacity building that relies predominantly on local resources (individual consultants, networks, professional associations) to deliver technical assistance to strengthen leadership, management, and governance capacity of managers and staff and organizational management systems in order to strengthen the sustainability and smooth functioning of the client organization. S/he will have expertise and proven experience implementing technical assistance in one or more of the following, key areas of technical assistance:
• Organizational development, strategic planning, operational planning and budgeting • Leadership, management, and governance • Proposal and grants development/resource mobilization
S/he will undertake activities through consultations with managers of client organizations. S/he will build and maintain relationships with key client stakeholders and be responsible for achieving client-specific goals. S/he will focus on supporting sustainable change within organizations through management systems strengthening and capacity development.
S/he will also support the effective operation of the LMS/Kenya team by contributing to workplanning, monitoring and evaluation, and communications with internal and external stakeholders. S/he will exercise impeccable professional ethics, and will be aware of and adhere to MSH’s procurement integrity standards in all activities.
Specific Responsibilities:
Technical Director Responsibilities:
- Provide overall technical direction for technical assistance activities of the project.
- Provide leadership for coordinating the various technical components of the project in order to achieve smooth functioning and programmatic cohesiveness.
- Oversee the work and assess the performance of long-term and short-term technical advisors, consultants, and staff. Develop and approve specific technical scopes of work developed by technical staff and provide input and oversight to technical assistance provided to project clients.
- Supervise Technical Team and Regional Leadership Management and Governance team. Supervisory responsibilities include, but are not limited to, meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work; conducting Performance Plan and Reviews; assisting the Project Director to communicate, implement and ensure adherence to MSH policies, guidelines and values; developing staff skills and knowledge; approving time sheets of supervisees; and facilitating technical staff success whenever possible.
- Coordinate and identify with the project staff the technical training needs and opportunities to support the project.
- As appropriate, support recruitment of high quality technical staff as required by the project and in keeping with project policies and procedures and local labor laws.
- Promote effective program learning, helping to ensure that lessons learned are disseminated to appropriate audiences.
- Participate in the LMS/Kenya Management team to ensure smooth coordination between the field and Home Office support staff as well as strong inter-project communications and planning.
- Support the Project Director to ensure timely submission of high quality reports as required by the donor and/or any other stakeholders.
Organizational Development Advisor Responsibilities:
- Build and manage professional relationships with key stakeholders, and provide reliable, high-quality follow through on all obligations to clients and other parties.
- Assess institutional capacity building needs of Public Sector, FBOs, training institutions and other LMS/Kenya client organizations.
- Review, modify and/or develop tools and interventions as needed to address client needs, including manuals and new systems.
- Contribute to the design of strategies for implementing institutional capacity development across multiple clients, utilizing existing resources, according to client’s greatest needs, with awareness of cultural and political sensitivities, and according to donor expectations and timeframes.
- Deliver diagnostic, training, mentoring, and other organizational development services to client organizations both face-to-face and virtually and coordinate with LMS partners offering similar assistance.
- Bring upcoming needs for contracted work or short term technical assistance to the attention of the Deputy Project Director and Project Director in a timely manner.
Qualifications:
• Minimum of a master's level education in public health, international development, organization development, public administration, management, social sciences or a related field. At least five (5) years of experience managing public health programs in developing and transitioning countries. Successful track record of implementing successful interventions within the Kenyan health system. • Significant senior-level work experience in activities across the areas of leadership and management; organizational development, resource mobilization and governance. • Significant experience overseeing large portfolio of multi-disciplinary teams and client engagement • Demonstrated skill in establishing and implementing effective project management systems and processes • Firsthand knowledge and experience with MSH technical resources in leadership and management • Demonstrated skill in managing programs of similar magnitude and complexity Excellent communication skills, demonstrated leadership, and the ability to work collaboratively across technical disciplines. • Familiarity with and understanding of USAID administrative procedures. • Proven ability to manage experienced staff at all levels and to harmonize their efforts. • Willingness to travel within Kenya regularly.
