The Clinton Health Access Initiative (CHAI) works to lower the price of treatment for HIV, AIDS, TB and malaria by working with pharmaceutical companies and other suppliers to reduce the costs of medicines and laboratory tests, and also partners with national governments to strengthen the systems required to deliver treatment. In South Africa, CHAI is supporting the National Department of Health (NDOH) and the South African National AIDS Council (SANAC) in its scale-up of HIV and TB services, in line with the new National Strategic Plan for 2012-2016. CHAI launched a program in 2010 to apply the techniques it has used successfully to improve access to essential vaccines in developing countries. CHAI’s Vaccine Program seeks to 1) increase the speed and efficiency with which new vaccines are introduced and reach scale in developing countries and 2) improve vaccine programme systems.
Responsibilities: Provide ongoing support to CHAI’s South Africa country team and the National Department of Health for the development and implementation of strategies to strengthen and improve South Africa’s vaccine programme, including but not limited to: *Understand and analyse the existing vaccine delivery system and vaccine supply chain to determine strengths and gaps *Review key country documents and data sets (e.g. vaccine introduction plans, training manuals, policy notes, pricing mechanisms, supply chain data, vaccination data) *Compilation, analysis and use of data to inform policy and operational decisions (e.g. cost-benefit analysis of different delivery and pricing approaches) *Support design and implementation of high-impact interventions to strengthen vaccine delivery systems and improve efficiency. These may include interventions to improve budgeting, forecasting, distribution, and information and monitoring systems. *Support design and implementation of operations research activities and development of tools and systems to support country activities. *Research on best practices and lessons learnt in other countries *Prepare presentations, reports, and other analyses to improve vaccine policies and increase the evidence base for high-impact interventions to improve delivery efficiency. *Work directly with National and Provincial Departments of Health on an as needed basis, providing technical, strategic, analytical, and communication skills.
Qualifications: Minimum Qualifications: *Bachelor’s degree, preferably in a public health-related field, supply chain management, economics, or other field with a strong analytical base and systems thinking *2+ years of working experience in the private or public sector, with increasing levels of responsibility and leadership *Outstanding analytical and problem solving skills, including experience with modeling and conducting complex quantitative and statistical analyses *Excellent oral and written communication skills *Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously *Cultural competency and demonstrated ability to work as part of a team *High levels of proficiency in Microsoft Office and online research. Preferred Qualifications: *Advanced degree in economics, public health, operations research, or supply chain management *Content knowledge of vaccines, public health, and/or supply chain management *Experience working and communicating with government officials and multilateral organizations *Experience living and working in developing countries *Proficiency in Microsoft Access, statistical analysis software (STATA, SAS, etc.), GIS, and/or web database programming
