Coordinator , Women’s Protection and Empowerment (Gender Based Violence)

South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, and field offices in Lakes, Unity, Northern Bahr el Ghazal and Eastern Equatoria states.

SCOPE OF WORK: The Women’s Protection and Empowerment (WPE) Coordinator is responsible for providing overall leadership, guidance, coordination and technical support to IRC’s WPE programs throughout South Sudan. The WPE Program Coordinator will contribute to external coordination efforts and initiatives to maintain IRC’s leadership on GBV programming in South Sudan. S/He will also collaborate with key staff in Health and Protection, and work with the Deputy Director for Programs, to achieve the managed growth of IRC’s WPE programming including in the development of strategies and proposals. The position is based in Juba with regular travel throughout South Sudan to monitor program activities, mentor program staff and undertake assessments to expand WPE programming.

ESSENTIAL FUNCTIONS: The WPE Program Coordinator will provide regular technical support and field-based monitoring visits to WPE teams working in Lakes, Northern Bahr el Ghazal and Unity states to ensure that all interventions are technically sound, take into account international best practices, and are appropriately meeting the needs of survivors. • In collaboration with WPE program staff and the Deputy Director for Programs, oversee WPE programming in South Sudan through regular monitoring and evaluation. • Ensure that ethical and sound data collection and information management systems are in place with associated information sharing protocols for analysis, planning, evaluation, and advocacy. • Ensure regular communication with the HQ-based Women’s Protection and Empowerment Technical Advisor and integrate technical unit priorities, where possible, in program design. • Provide guidance and technical support to implementation teams through regular field visits.

MANAGEMENT: • Manage WPE Managers through regular feedback and annual performance reviews. • Recruit WPE management-level staff, in coordination with HR, the DDP, and the Technical Unit. • Ensure training and ongoing capacity building of staff on WPE-related and project management skills with a specific focus on building the management and technical capacity of Southern Sudanese staff. • Assist in developing and overseeing program budgets to ensure an appropriate and efficient use of resources, and that IRC WPE projects comply with internal and external requirements. • Oversee strategic projects (determined by the country program) to ensure proper implementation and outputs are met, according to donor needs.

PROGRAM DEVELOPMENT • Develop and implement a country sector strategic plan for South Sudan, ensuring that program growth and start-up are in line with country strategic plans. • Actively contribute to the strategic planning processes in South Sudan, ensuring that WPE interventions and related advocacy are taken into account. • Participate in emergency response and emergency assessments, providing guidance and recommendations for new programs and initiatives that maximize safety for women and girls. • In coordination with the DDP, WPE Program staff, Grants Unit and Technial Unit guide WPE proposal development through planning and program design with relevant field-based staff. • Coordinate with other IRC staff members implementing protection, health, WASH and livelihood programs linked to GBV to provide relevant input and support as required.

REPRESENTATION AND ADVOCACY • In coordination with the DDP actively develop and maintain effective working relationships with key stakeholders in South Sudan including donors, government actors, UN agencies, international and local NGOs, and other relevant actors. • Develop strategic partnerships with local organizations, wherever possible. • Regularly attend GBV sub-cluster meetings and feed in IRC priorities at Juba-level meetings. • Upon request by the Senior Management Team, organize and facilitate field visits for stakeholders interested in IRC WPE programming in South Sudan. • Coordinate with the DDP to ensure field concerns and challenges are brought to relevant Juba stakeholders to push for standards and procedures that systematize how WPE is implemented and coordinated at the field level.

KEY WORKING RELATIONSHIPS: The WPE Coordinator is supervised by the Deputy Director Programs and receives technical support from the WPE Technical Unit based at IRC Headquarters in NY.

REQUIREMENTS • MA/S or equivalent in health (MPH), social science, humanities or other related degree. • At least five years of overseas experience, including substantial management experience in gender-based violence programming and at least 2 years experience in direct service provision for survivors of sexual violence and domestic violence. • Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting. • Demonstrated experience in capacity building and mentoring of national and international staff. • Knowledge, skills and experience in participatory methods, community development and partnership. • Demonstrated leadership, communication, and facilitation skills. • Excellent interpersonal and problem-solving skills. • Excellent coordination and networking skills. • Willingness to travel extensively throughout South Sudan • Excellent written and oral English skills • Experience in grant management and proposal writing • Excellent computer skills in programs such as: MS Word, Excel, Powerpoint.
