IRC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, field offices in Lakes, Unity, Northern Bahr el Ghazal and Eastern Equatoria states. Currently, IRC South Sudan implements programs in primary health care, community case management, environmental health, women’s protection and empowerment, protection and access to justice and livelihoods.
The IRC South Sudan has launched a response to the increasing influx of Refugees into northern Unity State. This response effort has been launched in partnership with the IRC’s HQ based Emergency Response Team.
SCOPE OF WORK: The Supply Chain Manager will ensure the delivery of efficient, accountable supply chain management services are provided within the IRC’s Yida Refugee Camp programming. The Supply Chain Manager will travel on a regular basis between their base in Yida, to the Unity State capital Bentiu, and Juba to procure for the project. The Emergency Supply Chain Manager will report to the Emergency Field Coordinator for Unity State, while maintaining strong information sharing links to the IRC South Sudan Logistics Coordinator in Juba.
RESPONSIBILITIES:
General Oversee the efficient maintenance and operation of the IRC’s base of operations in Yida camp. This will include housing, WASH facilities, the provisioning and preparation of staff food, up keep of office buildings. Maintain the IRC’s PROLOGS computer based supply chain management system. Recruit and train national logistics and base management staff to assure the efficient delivery of supply chain management support to IRC programs, and with the immediate goal of nationalizing the Emergency Supply Chain Manager role.
Procurement Manage all procurement functions ensuring compliance to IRC procurement policy and the timely delivery of program supplies, equipment and services. Travel to Juba as required to source, procure and dispatch required supplies to Yida. Preposition supplies in Yida camp as feasible to reduce the impact of the annual rainy season on operational capacity. Commodities that should be evaluated for prepositioning should include fuel, pharmaceuticals, and food stocks.
Transport Management Manage the allocation, use, tracking, fueling and maintenance of IRC vehicles, including rentals and motorbikes. Organize air bookings for staff and cargo from Juba and Nairobi to Yida. Liaise with key UN and NGO partners to ensure IRC cargo and personnel are transported safely, efficiently and at manageable costs.
Assets, Inventory and Property Record the receipt and issuance of all IRC inventor. Working closely with IRC Program Managers ensure that inventory managed by the IRC is stored under appropriate environmental conditions, and that it is issued in manner that is consistent with IRC Supply Chain Policy. Allocate and track all IRC assets and property. Ensure that each product is maintained appropriately and returned to IRC when the user has finished utilizing it. Ensure that IRC property is retained in functional working order by conducting routine verification checks.
REQUIREMENTS: Professional qualification in supply chain management or equivalent. Experience working with donors including USAID, BPRM, UNHCR, DFID, ECHO, and EU, and knowledge of specific donor guidelines. At least 3 years international experience managing a large multi-site Supply Chain operation, preferably within an NGO setting. Solid knowledge and understanding of practical Supply Chain procedures and maintaining supply pipelines in areas with weak infrastructure. Demonstrated leadership, communication, training and facilitation skills. Ability to live in a high security environment Excellent computer skills.
