Org. Setting and Reporting

This position is located within the Judicial and Legal Services Division of the Registry, International Criminal Tribunal for Rwanda. The incumbent will report to the Chief of the Judicial and Legal Services Division.

Responsibilities

Under the general supervision of the Registrar and the direct supervision of the Chief of the Judicial and Legal Services Division, the incumbent will be responsible for the following duties:

(A) Language Services:

(1) Plan, organize and supervise the work of the Section.

(2) Monitor work priorities, in consultation with the Chambers, the Registry and the Administration so as to ensure the provision of UN standard and timely translation and interpretation services into both official languages of the Tribunal, and in Kinyarwanda.

(3) Allocate work to the Section staff, control the quantity of output and carry out quality control checks for work done in-house and by outside contractors.

(4) Guide, counsel and train Section staff; evaluate their performance and promote the best utilization of their skills and experience.

(5) Revise translations, with particular reference to sensitive texts or texts of difficult or complex character, and assume responsibility for their release; advise on French and English language matters; act as final arbiter on translation, language and terminology matters.

(6) Foster team building and communication among staff in the Section, with a view to maintaining harmonious working relations and high productivity.

(7) Participate in the testing and evaluation of prospective language staff, including freelance and contractual translators, revisers and interpreters, and make recommendations concerning the selection, promotion and retention of both professional and general services staff.

8) Develop and implement strategies and plans for assisting new staff in realizing their full potential as expeditiously as possible, provide professional leadership and work direction to them and monitor their progress.

(9) Undertake supervisory assignments in language and conference services at meetings away from the Seat of the Tribunal; assign language officers as required to service such meetings.

(10) Recommend action on personnel, budgetary, procedural and other matters relating to the efficient operation of the Section.

(11) Review and assess staffing requirements for the effective and timely implementation of the work plan of the Section, and accordingly make recommendations to the officials concerned.

(B) Conference Services:

(1) Develop and prepare the ICTR Programme of meetings by:

(a) analyzing and collating all requests for meeting from Registry, Chambers and Prosecutor's Office;

(b) coordinating with senior officers in Registry, Chambers and Prosecutor's Office, reviewing requests, negotiating tentative time periods for meetings, and reconciling any differences which may result between two or more parties requiring the same time slot;

(c) determining the justification for recruitment of additional personnel, special equipment, overtime;

(d) assisting the Administration in preliminary missions, as required, and negotiation with prospective host Government representatives regarding physical, logistical and staff requirements for meetings.

(2) Plan, coordinate and direct activities and arrangements with respect to all support aspects for the conduct of conferences and meetings at and outside ICTR by:

(a) acting as conference officer or administrative officer at ICTR meetings outside the Seat of the Tribunal;

(b) analyzing the requirements and prepare the meeting budget allotment for approval;

(c) liaising with Chiefs of Sections to determine their personnel, logistical and technical support requirements for meetings;

(d) determining and authorizing the allocation of space required for conferences and meetings.

(3) Oversee the provision of interpretation and conference facilities.

(C) Non-specific services: Perform other related duties as required.

Technological awareness: Sound computer skills, including proficiency in contemporary word processing software.

Managing performance: Ability to establish priorities, plan and encourage performance and coordinate and monitor the work of others, delegate appropriate responsibility.

Leadership: Strong managerial/supervisory skills (particularly in the context of managing a large team of people); ability to be proactive in developing strategies to accomplish objectives.

Education

Advanced University Degree (Master's Degree or equivalent) in relevant modern languages or law and a Translation or an Interpretation Degree, Certificate or Diploma from a recognized Translation or Interpretation Training School

Work Experience

A minimum of twelve years of progressively responsible experience in translation and revision in the language services of an international organization, a national administration or a large-scale private organization, with at least five years within the United Nations. Sound experience in the planning, coordination and supervision of translation services. Demonstrated ability to interpret. Training skills and experience would be an asset.

Languages

English and French are the working languages of the International Criminal Tribunal for Rwanda. For the post advertised, a perfect command of English or French, one of which must be the incumbent's mother tongue or primary language and an excellent knowledge of the other language are required.

Assessment Method

Candidates will be assessed on the eligibility criteria and a compentency based interview.
