DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION
The American Refugee Committee (ARC) Darfur program started in 2004 in response to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in southern Darfur. The overall aim of the program is to improve the well-being of the target populations by addressing their immediate humanitarian needs and contributing to long-term community stabilization.
In conjunction with the Khartoum support office, the field office in Nyala supports the delivery of primary health care services at 14 rehabilitated community clinics and a large clinic in the Gereida camp in addition to reaching out with mobile clinic services to 6 remote communities in which health facilities have not yet been rehabilitated. Water and sanitation services, including the construction/rehabilitation of boreholes water yards, household and institutional latrines and hygiene promotion messages, are also delivered in over 70 war-affected communities. A small agriculture component assists resettling IDPs and host populations with seeds, tools and extension services to grow their own food.
With an annual budget of between $6-8m, the Darfur program has 15 expatriates and over 330 national staff some of who are seconded from the line Ministries of the Sudan government.
PRIMARY PURPOSE OF POSITION
The Senior Program Coordinator (SPC) will be directly responsible for the overall management and coordination of the various components of the ARC Darfur Program. In doing so, the SPC will directly supervise Sector Coordinators, who will be responsible for the day to day management of their respective sectors. This may include:
• In Coordination with the Head of Field Mission (HFM), Logistics Coordinator, Finance Manager, HR Manager and other support units, the SPC will mobilize support to enhance the work of the Sector Coordinators. • The SPC will ensure that the various sector activities are integrated and effectively managed to bring greater impact to the ARC constituents. • In conjunction with the Sector Coordinators, the SPC will compile sector work plans and budgets and closely monitor implementation of planned activities and utilization of allocated budgets on a monthly basis to ensure that program activities are implemented as planned and that the program budget is used as planned. • In coordination with the Sector Coordinators and Monitoring and Evaluation Officer, the SPC will develop and monitor program indicators. • The SPC will update the HFM and management on program implementation and constraints on a regular basis. • The SPC will coordinate programmatic information management and program accounting with the Program Support Officer.
MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
Program Management 40% • Supervise the work of Sector Coordinators and mobilize necessary support for them in coordination with the program support departments. • Lead the development of clear objectives and achievement benchmarks for all program activities. • Compile an overall program work-plan and ensure Sector Coordinators implement their respective components according to agreed schedules. • Closely monitor program implementation and budget utilization and ensure that all program and spending targets for all grants are being met. • Ensure regular communication between the program teams and the technical support units, especially with regards to follow-up on procurement requisitions.
• Coordinate technical support for the Kalma and Gereida program areas as may be required. • In coordination with the HFM and HR, support the recruitment of new program staff as and when required. • Work closely with the Program Support Officer in Khartoum to ensure effective sharing of programmatic information between Khartoum and the field. • Carry out annual performance reviews for all program staff directly reporting to the position and ensure performance management is rolled out in the programs department.
Program Development 30% • In coordination with the Program Support Officer, provide leadership in program design and in shaping the strategic direction of the Darfur program, ensuring quality programs are designed and implemented. • Lead the development of new sector activities and support the enrichment/enlargement of existing sectors. • In coordination with the Program Support Officer lead the development of quality program and or sector-specific proposals and budgets, ensuring donor and HQ requirements are fully met. • Ensure all sector activities are integrated at the planning and implementation levels such that resources are efficiently managed and greater impacts (synergy) are achieved for the constituents. • As a senior member of the country team, participate in efforts to grow the ARC North Sudan program beyond South Darfur. • Participation in various coordination meetings with other INGOs, UN agencies and line Ministries of government and pursue collaborative relationships that enhance program development.
Program Accountability 30% • In coordination with the Monitoring and Evaluation Officer and Sector Coordinators develop program indicators and monitoring protocols. • In coordination with the Program Support Officer, closely monitor program implementation and coordinate the production of reports, updates and brochures for ARC, donors and other users. • Closely monitor program budget utilization and coordinate sector responses to monthly Budget Versus Actual (BVA) variance analyses. • Ensure effective donor visibility in the field as committed in proposals.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
• 5 years of overseas experience (ideally in sub-Saharan Africa), in programs in complex emergency or post-conflict settings with management and supervisory responsibilities in program administration at senior management level required.
• Masters degree in relevant field preferred (Development Studies, Social Sciences, International Relations, Public Health, etc). • Knowledge and understanding of best practice monitoring and evaluation systems and procedures. • Performance Management knowledge. • Experience working in Darfur or similar insecure environments preferred. • Good analytical and writing skills • Good skills in integrated multi-sector programming. • Experience working with and coordinating with donors including USAID (OFDA), UNICEF, UNDP/CHF and with INGOs, national NGOs and government agencies.
KEY BEHAVIORS & ABILITIES
• Demonstrated skills and experience in NGO administration, finance, and logistics systems. • Good understanding of donor regulations and policies. • Good understanding of grant management and budget burn rate monitoring. • Knowledge of best practices in project design, implementation of qualitative and quantitative assessments in community settings. • Respect for other staff and the local culture • Working and living with multi-national staff. • Extremely flexible with the ability to cope with stressful situations. • Willingness to travel and live in remote and security difficult situation.
