Plan International is seeking applicants for a proposed Finance Manager position for a USAID-funded program in Uganda. This project seeks to strengthen the district-based integrated package of quality health services to improve and sustain the health and nutritional status of northern Uganda populations. The project will support district health authorities to improve service delivery at the district and community level and will promote private sector engagement, and continued public sector commitment, to address health needs. The project will cover a wide range of health sub-sectors, including HIV/AIDS, tuberculosis, maternal and child health, family planning and sexual and reproductive health. Finance Manager will be responsible for managing day-to-day project finances, administering all grants issued, subcontracts, and procurement in compliance with relevant USAID regulations. This person will evaluate sub-recipient budgets and assist technical staff and beneficiary applicants in revising them as appropriate; monitor the performance of grantees, ensuring compliance with grant terms and obligations, the fulfillment of anticipated grant-supported activities and the submission of timely financial and activity reports; and work closely with administrative staff and technical advisors to facilitate capacity-building of the grant recipients. This is a full-time position based in Uganda for a five-year term, with travel to districts through the Northern Region of Uganda as necessary. Responsibilities • Oversee overall financial management of the project. • Be responsible for all accounting, reporting and control activities of the project. • Provide timely and reliable financial information and analysis. • Administer all grants, contracts, procurement and commodity management in compliance with USAID rules and regulations. • Ensure proper negotiation of the terms and conditions for sub-grants and review and analyze budget estimates consistent with USAID grant and program requirements. • Maintain strong internal policies, processes and controls systems in order to provide timely, consistent and accurate financial and budget management. • Monitor actual grant expenditures against approved donor line items and obligated amount, and develop budget modifications as needed. • Oversee all aspects of the documentation of project expenses, including the financial reports from the project partners. • Undertake periodic field visits for monitoring purposes. • Conduct monthly review of partner’s financial reports, provide feedback on financial reports to partners and verify that project partners have appropriate internal controls in place. • Manage overall procurement process of supplies, equipment and services; draft prior approval requests, sub-agreements, contracts and solicitations. • Educate relevant project and partner staff on USAID’s rules and regulations. • Work closely with the Plan International USA home office and Plan Uganda country office staff on internal and external financial reviews and audits; work closely with project finance/grants staff, and sub-grantees.
Qualifications and Requirements: • Minimum of Master’s Degree or equivalent in Business Administration, Finance or other relevant field. • At least 8 years of experience in financial management of large international development programs, including at least 5 years of demonstrated record of excellence in financial management of USAID projects. • Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP). • Demonstrated experience and knowledge of internal financial controls and procedure. • Demonstrated knowledge of USG grant reporting requirements and management rules and regulations. • Experience with logistics, procurement or supply chain management highly preferred. • Experience managing small grants programs for local NGOs. • Demonstrated ability to successfully manage projects with rigorous timelines and deliverables.
