General Description of the Role: a) The consultant will collect the following information from each of the comparators: i. Obtain job descriptions for similar positions for job matching with proposed comparator organizations with a focus on the nature, complexities and responsibilities of each position of existing SC levels;
ii. Collect and analyze the salary structures and associated benefits (including typical allowances and benefits package) of the selected NGOs in comparison to existing staff benefits package;
iii. Review tax applications and apply any updates to the new salary scale.
b) The consultant will present the analysis to Horn Relief and make recommendations on the proposed remuneration scale
RESPONSIBILITIES a) The Consultant will conduct a job matching exercise by comparing selected job profiles of Horn Relief staff with those of the targeted sample of comparator organisations.
b) The Consultant will collect and analyze data on compensation, allowances and benefits from the targeted NGOs and obtain the prevailing remuneration and benefits data.
c) The Consultant will analyze survey outcomes and prepare report consisting information on the prevailing comparator remuneration and benefits for similar functions and comparable work to that of Horn Relief staff and find equivalent benchmark positions for very high level expertise, such as the Advisory level, for both nationals in Kenya, Sudan and Somalia and international staff.
d) The Consultant will incorporate in the proposal, options for a revised remuneration scale for Horn Relief staff (options at the 40th, 50th and 60th percentile levels).
e) Each deliverable shall include all the required supporting documentation. All the deliverables shall be delivered in one original hard copy, and one electronic soft copy, preferably in Microsoft Word and Excel format where applicable, according to the schedule below:
Submission of the report to Horn Relief consisting of:
Summary of data collected from the selected organizations showing TOR matches and the valuation of their remuneration package.
A comprehensive computation showing the average of all organizations by each benchmarked TOR, and the calculation of minimum, maximum, midpoint, 25th, 40th, 60th and 75th percentile remuneration for each benchmarked TOR.
A summary table of organization practices on total remuneration, number of employees, turnover rate and review date of the scale.
Qualifications • Advanced degree in Business or Public Administration, Management, Human Resources Management or related field.
• Professional experience:
• Minimum of 7 years of proven experience in providing strategic HR advisory services, conducting diagnostic organizational studies/research including application of best practices in HR surveys;
• At least four years of conducting salary surveys, job matching and construction of salary scales.
• Familiarity with labor market conditions, including tax policies, regulatory frameworks
• Experience with conditions of employment for contract personnel and conducting professional salary surveys is necessary.
• Experience dealing with salary survey for non-profit organizations will be an asset
