Plan International is seeking applicants for a proposed Community-led Health Improvement Director position for the USAID Northern Uganda – Health Integration to Enhance Services (NU-HITES) program. This project seeks to strengthen the district-based integrated package of quality health services to improve and sustain the health and nutritional status of northern Uganda populations. The project will support district health authorities to improve service delivery at the district and community level and will promote private sector engagement, and continued public sector commitment, to address health needs. The project will cover a wide range of health sub-sectors, including HIV/AIDS, tuberculosis, maternal and child health, family planning and sexual and reproductive health. The Community-led Health Improvement Director will serve as the project’s lead expert on the use of quality health services at the facility and community levels by women, girls, and children. This Technical Expert will serve to provide technical direction to achieve project outcomes related to availability and accessibility of health services, quality of health care, enabling environments for health care delivery, and health-seeking behavior and practices. This is a full-time position based in Uganda for a five-year term, with travel to districts through the Northern Region of Uganda as necessary. Responsibilities • Work closely with project staff, government entities at all levels, and other stakeholders to design and implement targeted strategies (short- and long-term interventions) for the increasing uptake of quality health services at the facility and community levels. • Design, implement, and monitor activities to achieve project targets in five areas of focus related to health service delivery: a) increased availability; b) increased accessibility; c) improved quality; d) an enhanced enabling environment; and e) increased health-seeking behavior and practices. • Work closely with facility-, district-, and community- level actors to ensure sound technical design of project activities. • Coordinate with partners, sub-grantees, government agencies, international and local NGOs, health centers, and community organizations on project activities. • Serve as the primary representative of relevant project activities within and outside the project, including key coordination meetings. • Contribute detailed and accurate written inputs to fulfill project technical and financial reporting requirements. • Recruit and manage health personnel as need for project implementation. • Coordinating closely with other project technical experts on all project activities. • Liaise and coordinate with other ongoing projects in Uganda to ensure effective coordination of the project activities. • Liaise with the donor and government officials as needed.
Qualifications and Skills • Minimum Medical- or Master’s-level degree in Public Health or related field. • Minimum 8 years of progressively responsible, relevant experience working within the public health sector in Uganda and/or East Africa. • Minimum 5 years of experience working within above-described areas of focus • Demonstrated ability to design and implement strategies that employ evidence-based approaches to meet project targets, especially under a rigorous timeline. • Experience working and collaborating with diverse sets of stakeholders, such as local partners, government officials, donor representatives, and international staff. • Ability to respond on short notice and plan and execute several activities at once. • Ability to work under pressure, as part of a team or independently, and meet deadlines consistently. • Proven leadership, inter-personal and cross-cultural skills, and ability to build and motivate diverse teams. • Excellent English oral and written communication skills. • Proficiency in Microsoft Office suite, including Word, Excel and Outlook.
