General Description of the Role: The Area Health Manager will manage the implementation of the integrated Primary Health Care programme, including Curative health, EPI, reproductive health, outbreak preparedness and response, nutrition, health promotion and health training activities in Twic. S/he will ensure that programme implementation progresses in line with the proposals and agreed timelines.
Key Duties: • To oversee the planning, implementation and development of the Integrated Health Programme in Twic • To be responsible for meeting the health programme’s objectives in Twic, including directing and supervising the Curative, RH, Nutrition and Community Health Promotion teams • To work closely with GOAL South Sudan programme with a view to incorporating relevant MoH capacity building and support mechanisms into the Twic programme to enable smooth transition • To develop, in conjunction with Health Coordinator & Area Coordinator, programme management plans (PMP) aimed at achieving the programme’s objectives. • To oversee the timely implementation of programme activity plans and to track health related grant expenditure in conjunction with Health Coordinator and Finance Department. • To oversee direct management of Twic health staff, including recruitment, supervision and training and building the capacity at field level with GOAL and MoH health staff through mentoring and training. • To monitor and evaluate, in conjunction with health programme coordinator, all health programme components at regular intervals • To provide timely and accurate input for donor reports and proposals • To liaise with GOAL engineering, water and sanitation, livelihood and literacy programmes as appropriate in building a multi sector programme approach • To ensure the timely collection, presentation, analysis and distribution of Twic monthly health statistics • To provide strategic input for new integrated health initiatives and donor proposals • Mainstreaming of HIV, gender and environment across GOAL programmes, staff and communities in conjunction with other programme managers. • To maintain continuous communication and coordination with Khartoum based programme coordinators • Any other activities as requested by Health Coordinator
Requirements: (educational, language, etc.)
• Good technical health qualification (Doctor/Clinical officer/Nurse) with 3 years post qualification experience in country of origin • MSc in Public Health or equivalent would be desirable • At least two years previous overseas experience with an International Agency, in a complex humanitarian environment and in a health related position • Proven programme management skills • Excellent donor proposal and report writing • Excellent knowledge and experience in liaising with government officials, donors, other agencies and community groups • Proven ability to work as part of a team • Must enjoy training, supervision and building national staff capacity • Excellent staff management and personnel skills • Must be able to work to deadlines • Ability to self-start and work in remote locations with sometimes stressful and basic conditions
