PROJECT BACKGROUND The project is a consortium of Horn Relief and Save the Children lead by Horn Relief. The aim is to strengthen the livelihood opportunities of affected communities through provision of unconditional cash relief; support increase in household income levels through creating sustainable employment and vocational skills of women and youth. Specific interventions are also planned to reduce conflict, develop community peace building mechanisms and protect communities against potential shocks by adopting a conflict resolution and disaster risk management approach.
The overall objective of this intervention is therefore to reduce community vulnerability to chronic food insecurity in the operational areas of Horn Relief (Sanaag Region) and Save the Children UK (Karkaar Region) in the northern regions of Somalia/ Somaliland.
JOB DESCRIPTION Horn Relief is seeking a qualified and committed individual to join the Horn Relief team as a Project Manager for the Social Safety Net Project in Sanaag and Kakaar Regions of Puntland/Somaliland. Based in either Badhan, the Project Manager will be a full-time member of the Horn Relief team and will play a crucial role in the management of this strategic three year project funded by the European Commission and SIDA.
PRIMARY RESPONSIBILITIES Project Management • Lead on the implementation of the Social Safety Nets project at the field level • Overall establishment and management of the Social Safety Net project including recruitment of staff and setting up office space in the field. • Organize and facilitate training for all staff and partners on technical components of the project (Cash based transfers, employment creation, Conflict mitigation and M&E)
• Oversee community sensitization and the selection of beneficiaries. • Manage the project staff, including project officers, project assistant and finance and admin officer and other local staff. • Oversee the daily activities of the project in all locations, and ensure proper monitoring for informed reports and improved quality of programming. • Oversee project budget and ensure budget is strictly adhered to and all supporting documentation for expenses are properly completed and sent to Nairobi per required donor guidelines and schedule. • Compile monthly internal reports to the Nairobi office and donor reports as per contracts
Project Coordination • Coordinate with Save the Children Project Manager to ensure synergy, cross learning, and best practices on the various project components • Attend related coordination meetings with other INGOs at field level, on behalf of Horn Relief • Provide information for quarterly donor coordination meeting at the Nairobi level • Liaise and coordinate with other agencies operational in Sanaag region.
Other tasks • Contribute to field based learning of Horn Relief and its partners, on related aspects, such as compiling and publishing related learning. • Contribute to the development of proposals in the region • Any other duties as required.
QUALIFICATIONS Horn Relief is actively seeking a candidate who is committed to its mission and vision.
• University degree in Economics or related livelihoods field. • Experience in alternative livelihoods, economic recovery and cash based interventions. • Minimum 5 yrs relevant overseas experience in sustainable livelihoods programming • Strong project management experience is essential, including experience in proposal writing, strong M&E skills, budget management and financial monitoring, and donor reporting • Strong knowledge of and experience with humanitarian guidelines and principles. • Experience in budget management and knowledge of financial procedures required. • Ability to multi-task, meet short deadlines, and effectively handle stressful situations. • Excellent verbal and written communication skills. Fluency in English a must. • Strong interpersonal skills and ability to establish and maintain effective working relations with the project team and other field staff. • Proficiency in computer applications such as word processing, spreadsheets, power point, etc.
• Ability to live and work in an isolated area in conditions of limited comfort
