Provide technical leadership in the development and management of global security projects and procedures , notably WV’s Core Security Requirements in collaboration with Regional Security Directors (RSD) and other key stakeholders.
KEY RESPONSIBILITIES:
- Assist in the development and implementation of the global security management procedures and projects and assist in the annual review of OCS global strategies. Ensure security management procedures and projects are in alignment with WV Security policy and international best practice.
- Contribute to global security & risk strategies, priorities and plans ensuring that industry standard security procedures are integrated and prioritized
- Collaborate with Regional Security Directors to ensure that the OCS security management strategy appropriately supports the regional operational program priorities.
TECHNICAL SUPPORT - 20% - Provide technical support to the Director (Operations), Director (Training) and the Regional Security Directors (RSD) in the assessment of security gaps that require development of new operational procedures and projects.
- Oversee the phased CSR roll out plan that takes into account capacity requirements, contextualization of standards and change management considerations.
- Work closely with Regional Security Directors (RSD) to provide independent gap assessment of ‘Medium – High Risk’ contexts’ in relation to the application of WV’s CSR.
- Provide technical support to National Office security staff as requested in project implementation.
- Contribute to development of global policies, guidelines and standards relating to security management and provide leadership in contextualizing and mainstreaming them within WV’s global operations.
- Provide Technical support on security related matters which require investigation based resolutions.
- Coordinate and liaise with National and Regional Offices to ensure all serious security related incidents are thoroughly de briefed for the purpose of establishing Lessons Learned.
OPERATIONAL SUPPORT & PROGRAMME Management - 30% - Develop & oversee the gap assessment analysis for each country rolling out CSR; ensure that work plan allows for contextualization of standards for context specific risk mitigation and contingency measures.
- Collaborate with Regional Security Directors (RSD) to establish regional priorities for CSR implementation.
- Provide sound technical assistance to National Office senior management teams and Field Security Officers (FSO’s) during implementation phase of CSR.
- Review Security Risk Ratings with Director (Operations) & Regional Security Directors (RSD’s) and assist in the development of mitigation strategies that are compliant with WV’s Core Security Requirements (CSR).
- Assess capacity & operational gaps against WV’s Core Security Requirements (CSR) in National Offices and develop work plans to implement mitigation strategies in collaboration with Regional Security Directors (RSD’s).
- As Programme Manager, work with and support OCS staff to develop robust Business Cases, work plans, project budgets and time estimates, and resource plans for all OCS projects.
- Ensure all OCS projects are managed according to good practice project management methodologies
- Co ordinate and monitor all OCS projects to:
- Ensure the appropriate application of time and resources across all projects,
- Ensure the appropriate progression of projects in accordance with work plans.
- Ensure all projects are aligned with WVs Strategic Plans and Core Values.
- Undertake [coordinate] project billing responsibilities in support of the OCS Partnership Leader.
- As required, undertake front end project management functions on behalf of OCS, including stakeholder engagement, adherence to budgets, completion of status reports and management of risks and issues.
- Provide monthly updates to key stakeholders, namely RSDs and other identified interested parties, on OCS project objectives, outcomes and deliverables.
- Support OCS Senior management team on strategic direction and project management related objectives in support of the OCS mandate.
- Remain abreast of technical and Industry sector developments in the area of project management to ensure appropriate benefits for OCS work.
CAPACITY BUILDING - 10% - Assist in the assessment, development and implementation of global capacity building plan for security management in collaboration with Regional Security Directors (RSD’s).
- Engage with Regional Security Directors (RSD’s) and National Directors to raise the awareness of security management as per WV Corporate Security policies.
- Identify, share / facilitate access to security tools, resources and materials as well as learning and support opportunities for Regional & National Offices. These may include facilitating and conducting training, engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring.
KNOWLEDGE MANAGEMENT - 5% - Participate in the process of continuous learning on international best practice in security management & analysis and identify tools and processes that can be implemented into WV operations globally.
- Encourage mutual learning on security management issues within WV global security networks.
- Assist in the facilitation and coordination of global security information sharing forum/network that promotes the embedding of sound security management into all layers of WV’s programmes.
- Facilitate the documentation of best practices and contribute to the community of practice and centre of excellence
QUALITY ASSURANCE - 10% - Review minimum security assessment & planning standards in WV operations that promote alignment with WV’s Core Security Requirements.
- Support and advise Regional & National Offices in observing the appropriate security reporting and standards in accordance with the country risk rating.
- Support the Regional Security Directors in addressing ministry quality issues and needs related to security.
INTERNAL LIAISON AND COORDINATION - 10% - Prepare an engagement and communication plan to promote CSR’s and other projects to National & Regional senior management teams.
- Liaise with Regional Security Directors to ensure that National Offices consider management commitment, security staffing capacity, budget allocation and contextualization of standards when implementing security projects.
- Act as a strategic link for the promotion of security standards connecting National Offices, Regional Offices, Support Offices and Global Centre.
- Regularly liaise with WV security network on emerging security issues and provide analysis on potential impact on WV operations.
- Participate and actively contribute in the partnership forums, working Groups and networks related to security management.
- Work closely with the members of the Corporate Security promoting mutual learning, support and accountability.
EXTERNAL RELATIONS - 5% - Identify and develop strategic regional & global security networks to share information on security issues affecting humanitarian operations.
- Liaise with external security networks (UN, IO’s, INGO’s, Embassies, etc) and develop sources of information on global security issues and their likely impact on regional strategies and operations.
GENERAL - 5% - Support activities that will enrich and develop World Vision’s Core Values;
- Practice an inclusive leadership style that will be a role model for the staff team, peers and others
- Perform any other tasks assigned by the Partnership Leader – Corporate Security
STRATEGY - 5%
- Relevant bachelor’s degree in Security, Strategic, or International Studies, or related discipline; or relevant work experience in the professional security arena (Military, Law Enforcement, or Emergency Services).
- Relevant undergraduate degree, or relevant work experience in the professional security arena (Military, Law Enforcement, or Emergency Services).
- Sound knowledge of NGO security management processes. Solid understanding of the Security Risk Assessment process, security planning and crises management in the humanitarian context.
- Project Management experience.
- Excellent oral and written (English) communication skills
- Solid interpersonal, negotiating and networking skills
- Strong analytical, organizational and problem solving skills
- Ability to work under pressure.
- At least 5 years experience in security management, ideally in the NGO or UN Security Management. Systems; or Military or Law Enforcement.
PREFERRED: - Work experience on a global or regional level.
- At least 3 years work experience with diverse team in a Non profit organizations
- Experience in liaising with all levels of Government, IO & NGO’s.
- Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint
- Must be willing and able to travel globally as required (estimated 33%) and be prepared to deploy to hostile environments.
- May need to work with other virtual teams of different time zones
