Burundi Chief of Mission Support (P-5 level)

Responsibilities

The Chief of Mission Support (CMS) will report to the Head of Mission (HoM). Within limits of delegated authority, the Chief of Mission Support (CMS) will be responsible for, but not limited to, the following duties (these duties are generic and may not be carried out by all CMS): Act as the principal adviser to the Head of Mission (HoM) on all matters pertaining to administrative and technical support activities and, as such, be responsible and accountable to the HoM for the effective general management of the human, financial and physical resources allotted to the mission; Contribute to the implementation of the mission mandate by providing the necessary managerial, logistical and administrative support required for the fulfilment of the mandate, including such areas as budget, finance, human resources management, logistics, communications, transport, air operations, etc; Certify mission expenditure; Advise the Head of Mission on all matters pertaining to administrative and logistical support; Plan, organise, implement, manage and oversee the activities of all administrative and logistical support operations; Provide effective management of human, financial and material resources of the mission; Identify broad strategies required for the development and implementation of the mission support’s work programme; Ensure development, preparation, coordination and monitoring of overall work plans, strategies and programmes for the support activities of the mission and takes the lead in securing the required human and financial resources for the mission; Establish a set of sound policies, procedures, practises, standards and tools that are consistent with UN regulations, rules, policies and practise in order to ensure proper budget, accounting, financial and human resources management and control; Liaise, negotiate and coordinate with national authorities with respect to administrative and logistical matters; Coordinate planned and ongoing administrative and logistical operations with host nation authorities within the context of the applicable status of forces/mission agreement; Ensure cooperation and integration of administrative and logistical resources with military, civilian police and other substantive elements of the mission as required; Provide guidance, support and supervision to senior administrative and logistics support staff as well as audit and evaluation services, as appropriate; Ensure the provision of guidance, performance evaluation, supervision and mentoring to all administrative support and other staff in the areas of his/her responsibility; Maintain good order and discipline of staff under his/her overall supervision; Represent the mission before legislative bodies, providing information and clarification in support of budget proposals; Represent the mission support component at meetings, protocol and ceremonial occasions, military parades, etc.; Perform other duties as may be required by the HoM or DPKO/DFS, e.g., provide briefings to visiting senior officials on mission.

Planning and organizing - Ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision. Teamwork - Demonstrated interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural ethnic environment with sensitivity and respect for diversity. Managing Performance - Delegates the appropriate responsibility, accountability and decision-making authority; makes sure that roles, responsibilities and reporting lines are clear to each staff member; accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff; encourages risk-taking and supports creativity and initiative; actively supports the development and career aspirations of staff; appraises performance fairly.

Education Advanced university degree (Master’s degree or equivalent) in business or public administration, human resources management, finance, accounting, law, or related fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience At least 10 years of progressively responsible experience in administration, budget, finance, logistics, information technology, communications, or related field. Practical experience with the planning and delivery of mission support services in field operations mounted by the United Nations and its agencies, funds and programmes is required. Experience in handling complex organizational issues at local and international levels.

Languages Fluency in English and French (both oral and written) are required; knowledge of another UN official language is desirable.
