The Ariel Glaser Pediatric AIDS Healthcare Initiative (AGPAHI) an affiliate of Elizabeth Glaser Pediatric AIDS Foundation, is national organization focusing on pediatric AIDS and healthcare. AGPAHI works in collaboration with Ministry of Health and Social Welfare and other stakeholders/partners to eliminate pediatric AIDS. AGPAHI supports the provision of high-quality HIV services and ensures that efforts to reach the shared goal of the elimination of pediatric AIDS are well-integrated into existing regional and district health systems.
AGPAHI implements innovative strategies to respond to the national HIV epidemic by doing more, doing better and reaching further with fewer resources.

Purpose of post: The Technical Director provides the technical leadership to the Ariel Glaser Pediatric AIDS Healthcare Initiative (AGPAHI) HIV programs in Tanzania, currently supporting PMTCT and Care and Treatment sites in Shinyanga. He / she will deputize the Executive Director when the incumbent is away, and is a member of the Management Team that strives to ensure efficient and effective implementation, coordination and management of AGPAHI program activities.
MAJOR DUTIES AND RESPONSIBILITIES
LEADERSHIP AND COORDINATION OF AGPAHI TECHNICAL PROGRAM ACTIVITIES AND ITS TECHNICAL TEAM
• Supervision of the technical team that comprises, Technical Advisors and/or Managers on Care and Treatment, PMTCT, Training and Capacity Building, Strategic Information (includes M&E, Data Management and Quality Improvement), Laboratory Services Support and Community Linkages;
• Lead AGPAHI technical program activities according to AGPAHI Mission and Vision, to prevent pediatric HIV infection and to eradicate pediatric AIDS through research, advocacy and implementation of prevention- and treatment programs;
• Lead and coordinate the technical component of the preparation of funding applications and reporting as requested by donors and/or AGPAHI Board
• Leading and coordinating Care and treatment and PMTCT programs
• Build capacity of the technical team.
TECHNICAL SUPPORT AND REPRESENTATION TO MOHSW, DONORS, EGPAF AND OTHER STAKEHOLDERS
• Participate in meetings of the Ministry of Health and Social Welfare and related parties, including national technical working groups;
• Participate in meetings as called for by the donor community;
• Participate in EGPAF technical meetings/trainings when required to do so.
• Participate in any other relevant communication, national or international meeting.
• Support and monitor program officers’ support for the Care and treatment and PMTCT program to the sub grantees
MANAGEMENT FUNCTION
• Member of the management team
• Participate in the formulation and manage technical program budgets
• Provide input and participate actively in Management Team meetings and assure that designated tasks for the technical department are taken care of within reasonable time;
• Function as acting Executive Director whenever requested by the Executive Director or AGPAHI Board
• Involvement in the recruitment of technical staff
OTHER DUTIES
Any other activity as requested by the Executive Director;
REQUIRED QUALIFICATIONS
EDUCATION AND EXPERIENCE
• MD with at least five years of experience in HIV-project management including the design, administration, management and implementation of international health programs in developing countries, including supervision, M&E and reporting;
• Experience in PMTCT program planning, implementation and monitoring
• Knowledge and experience in program management and capacity building.
• Knowledge and experience in writing proposals and reports for international donor agencies.
• Extensive knowledge on HIV care and ART services and quality of care assessment.
• Experience working in international development sector (NGO’s, direct bilateral, multilateral).
• Proven experience in the development of quality improvement / quality improvement tools and -systems in Tanzania.
• Proven experience in the writing of abstracts, proposals and reports;
• Extensive clinical experience in care of HIV infected adults and children in resource poor settings;
• Extensive knowledge on HIV prevention and care, and particular on MTCT
• Masters in Public Health or other Masters in science or social sciences will be an asset.
• A Tanzanian national or permanent resident with valid work permit.
ESSENTIAL SKILLS AND KNOWLEDGE
• Energetic, independent and self motivated;
• Excellent analytical, oral and written communication skills;
• Excellent management- and diplomatic skills;
• Ability to manage multiple priorities and projects while working as part of team
• Good understanding of basic IT programs (MS Word, Excel, PowerPoint, email etc.), knowledge of statistical programs an advantage;
• Knowledge of principles and practices governing USG and/or other federal grant programs and other international donors an advantage.
• Fluency in English, both oral and written.
DESIRABLE SKILLS AND KNOWLEDGE
Understanding of Tanzania donor environment is an advantage
