1.0 Position: Cost Engineer (One Vacancy)
Objective of the Assignment:
The main objective of this assignment is to perform cost engineering functions encompassing estimating, cost control, budget preparations, forecasting, cost reporting under limited supervision.
Responsible for verifying and analysing daily cost Information, including timesheets, purchase orders, and internal costs, contractor commercial terms against submitted cost information, and identifies issues for resolution.
Duties and Responsibilities:
Reports to the Principal Geologist/ Development in performing the following:
• Support the department in analysing and reviewing cost data for the respective oil companies as an input to general and overall cost data reporting.
• Ensure effective interpretation of contracts, management of financial risk, estimating and forecasting.
- Insure appropriate development and maintenance of cost control database.
• Initiate the development and use of improved tools and methods for project cost administration and control to ensure accurate cost data is submitted to the department.
■ Work with oil company representatives to ensure timely submission and valid time reports and work force reports.
• Liaise with oil companies to ensure that detailed records of expenditure are provided in a timely manner.
• Review and advise on the applicability of costs involved during operations amongst oil companies.
• Audit invoices for proper support documents and reconcile committed versus expended costs and ensure proper costs coding of both invoices and requisitions.
• Set up and manage cost control filing system and prepare report data of actual costs vs. budget utilization.
• Tabulate final well costs and advise management on their approval.
• Maintain comprehensive records of commitments and expenditures in order to fulfil the requirements of audit and potential cost recovery.
• Prepare reports and recommendations to management regarding costs and expenditures on staffing levels and other essential resources requirements.
• Maintain historical records and data against which trends may be measured and estimates developed.
• Any other duties that may be assigned by Management.

Quarterly Cost analysis and budget reports for oils companies.
Costs and expenditure reports. Cost control filing system.
Data base for records of commitments and expenditures. Improved tools and methods for project cost administration.
Requirement:
Qualifications and Experience: • Should have a Bachelors Degree (with minimum of Upper Second) in Engineering preferably Mechanical/ Electrical, Quantity Surveying, Cost Engineering or similar technical qualification from a recognised institution. • A professional/ advanced qualification in Finance/ Accounting, Audit/Compliance/Risk Cost Engineering/ Management will be added advantage. • Experience in project cost control, forecasting, commercial management of engineering, procurement and construction works especially in the oil and gas sector will be an added advantage. • Knowledge of Microsoft Office software including Excel, Word and Power Point is a requirement while experience in computer based project control software will be an added advantage.
