2.0 Position: Legal Officer (One Vacancy)
Objective of the Assignment:
To address the internal and external legal aspects of the department and also handle its legal affairs in liaison with the relevant Government institutions, working with both the private and public sectors, carry out legal research, contribute to drafting legislation, drawing contracts and agreements and provide legal advice to management in regard to the petroleum sector.
Duties and Responsibilities:
Reports to the Commissioner, Petroleum Exploration and Production Department in performing the following:
• Ensure the provision of legal advice to management and ensure that the best legal approach is taken for business ventures. He/she will advise management on matters of constitutional and national law; handle legal matters that involve international, public, and private law.
• Provide legal advice on procurement processes and implementation of goods and services contracts, labour issues in the oil and gas industry, various issues related to refinery developments and land acquisitions among others.
• Ensure provision of timely legal consideration where required and act as liaison with Solicitor General’s Office.
• Advise Management on matters of compliance of upstream operators licenced in Uganda.
• Undertake drafting and submission of contracts, agreements and other legal document and ensure accuracy of these documents. These include among others; confidentiality agreements, Memorandum of Understandings, and employment contracts.
• Review of incoming legal documents and any legal issues that may arise and ensure correctness of all outgoing contracts.
• Conduct research on relevant information to ensure that the department is acting in accordance with all applicable laws.
• Any other duties that may be assigned by Management.
Key Deliverables
• Quarterly analytical reports on legal matters pertaining to the Department’s business activities.
• Reports and updates on various cases handled in the Department.
• Reports on legal issues that need the attention of management.
• Database on legal issues and contract agreements for the Department.
Duration of the Assignments: Two years contract (with 6 months probation period), renewable upon satisfactory performance.
Requirement:
Qualifications and Experience:
• Should have a Bachelor’s degree in Law (Hons) and a diploma in legal practice or similar qualifications from recognised institutions with minimum of 3 years’ experience.
• A Master’s degree and/training in energy/petroleum law will be an added advantage.
• Practical working experience in the Public Service or Private Sector and experience in legislation formulation or in the petroleum sector will be an added advantage.

* Good communication, interpersonal and supervisory skills.
* Ability to work long hours to meet the set deadlines.
Salary: - USD/month
