3.0 Position: National Content
Development and Capacity Building Officer (One Vacancy)
Objective of the Assignment:
The main objective of this assignment is to contribute to the
successful engagement of Ugandans and national entities
in the participation and provision of goods and services in the country’s emerging oil and gas sector and to support
and document Capacity building Programmes for both
government and private institutions in the sector.
Duties and Responsibilities:
Reports to the Commissioner, Petroleum Exploration and
Production Department in performing the following:
• Support and coordinate capacity building programmes for the oil and gas sector within and outside the Ministry of Energy and Mineral Development.
• Contribute to the development of capacity building programmes in oil and gas amongst public and private institutions in the country.
• Ensure coordination and documentation of both national content and capacity building aspects in the oil and gas scetor.
• Contribute to the formulation of the strategy and plan for implementing national content in the oil and gas sector and also contribute to the drafting of national content regulations and procedures.
• Participate in reviewing programs to ensure compliance to national content requirements in the country.
• Evaluate and advise the department on work permit requests from non-nationals seeking to work in the oil and gas sector.
• Review and advise on the implementation of local content programmes by licensees and service providers in the oil and gas sector.
• Perform national content tasks including the maintenance of a national content database for the sector.
• Identify new opportunities for local service providers and support capacity building efforts of local service providers.
• Ensure that the interests of the national service providers in the sector are served.
• Any other duties assigned by Management.
Key Deliverables
• Quarterly reports on capacity building from institutions
• Quarterly reports on national content
• Well-developed and maintained national content and capacity building data base
• Procurement reports from oil companies
• Well maintained database for services and products contracts for the industry
• Annual reports on oil companies and contractors’ national content performance.
Duration of the Assignments: Two years contract (with 6 months probation period), renewable upon satisfactory performance.
Requirement:
Qualifications and Experience: • A Master’s Degree in Economics or Human Resource Management or Development Studies with minimum experience of 3 years. • Knowledge of Microsoft Office software including Excel, Word and Power Point is a requirement. • Training in Business Administration and Industrial Development or procurement will be an added advantage. • Experience in capacity building and industrial policy in either the Public service or private sector will be an added advantage. • Knowledge of Public Procurement Act and experience in the upstream petroleum sector will also be an added advantage. • Knowledge of the Education System in Uganda and Competence Based Education and Training. Other Requirements for the Assignments • High integrity, self-driven and able to set own work schedule with rigorous deadlines. • Highly innovative and self-motivated. • Good communication, interpersonal and supervisory skills. • Ability to work long hours to meet the set deadlines.
Salary: - USD/month
