Contract Duration: 3 Months
Salary: Consultancy rate for this position is £100 - £200 per day, negotiable dependant upon experience
Starting Date: 1st June 2011
BACKGROUND
Merlin is an international humanitarian organization which provides an immediate and effective response to medical emergencies throughout the world. Its work is based upon the humanitarian principle that all people, regardless of race, religion, or political affiliation, are entitled to life saving care and medical assistance.
MERLIN’S SUDAN PROFILE
The goal of Merlin’s programmes in Sudan is to address humanitarian and health crises, with particular focus on the continuing emergency in Darfur, through the mobilisation of essential primary health care interventions. Currently, Merlin has been running projects in South Darfur since October 2004 and activities have progressively expanded into new areas and services through out the period. Merlin operates with mobile and statice clinics providing health services including Public Health Care, Mother and Child health, and an expanded programme of immunization, health education and referral. Merlin’s intervention works in conjuction with the MOH and aims to provide emergency relief while leaving a legacy of lasting health care.
DEFINITION OF THE PROBLEM
Merlin North Sudan programme currently has over 500 national employees and 20 international employees. In the event of insecurity, the International employees may stay away from the field locations for a temporary period of time. The national employees take up key responsibilities in programme management with off-the-field remote support by the international staff. During these periods, the quality and rate of implementation of our projects can suffer due to both unclear reporting lines and gaps in competencies. In addition, the current terms and conditions of employment for the national staff were last reviewed in 2008. Since then, there have been numerous changes in the employment market both economical and strategic. Therefore, we require a comprehensive job evaluation for our national staff to ensure that we operate with an organizational structure, and within this structure set clear terms and conditions for employees, that will enhance our employee engagement, motivation, and the overall organizational performance and competitiveness.
GENERAL OBJECTIVE
The general objective for this assignment is to look at the current Merlin structure, the job profiles for the national positions and conduct an evaluation that will place the jobs at grades commensurate with their responsibilities. The assignment is also to provide the management with recommendations on the competency gaps and organization structures that can support its strategic direction.
SPECIFIC OBJECTIVES
The Specific terms of reference for this assignment are:
a) Carry out an organizational assessment: reviewing the organizational structure and set up, including the different departments and their inter-linkages, communication, roles, responsibilities and reporting lines, and advising on whether it is the most suitable to achieve the stated organizational goals. Recommend any necessary adjustments to the organizational structure, whilst considering the new strategic plan.
b) Conduct a job evaluation, using an analytical scheme, and rationalize existing jobs.
c) Review the current staffing levels and capacity, and advise the management if Merlin North Sudan has the right competencies for the different jobs in the programme and/or recommend any corrective measures. Identify in cooperation with Merlin management where this is not the case, indicating existing gaps, and advising on what remedial actions need to be taken.
In addition, you will ensure that both the analytical aspect of the assignment and the identification of problems and solutions are undertaken in an inclusive consultative and participatory approach. The organizational structure recommended should take into account the need to ensure that thematic expertise available in the organization is shared, while taking cognizance of the different geographical locations and logical reporting lines.
EXPECTED OUTPUTS
The main output expected from this assignment is a comprehensive report and initial steps of implementation that includes the following:
1) Organizational assessment that incorporates organizational architecture with which Merlin will achieve its strategic objectives. This will include a reviewed organizational structure that clearly indicates job hierarchies and reporting lines.
2) Clear recommendations on rationalized jobs and staffing for the organization.
3) Clear indication of existing gaps and recommended remedial actions.
4) Reviewed and graded job descriptions.
5) Pay and benefit benchmarking data.
6) Implementation plan.
DURATION
The duration for this assignment will be 3 months starting from 1st July 2011.
Person Specification
Essential
Qualifications, experience and competences
- Degree or higher qualification in Human Resource Management or extensive equivalent experience. - - Extensive experience in job evaluation.
- Significant previous overseas experience of working for an International Non Governmental Organisation (INGO) in the area of Human Resource Management.
- Excellent interpersonal and consultative skills, including the ability to communicate, present, and negotiate with a variety of audiences.
- Experience of establishing strong working relationships with colleagues from different functions and cultures.
- Experience of proactively identifying and addressing issues.
Desirable
Qualifications, experience and competences
- Experience of having worked in insecure environments.
- Knowledge of health sector.
- Experience of designing and delivering training.
- Knowledge of Arabic.
