This is a Field based position with the main purpose of providing the necessary strategic community leadership and management support to WV Southern Sudan (WVSS) through co-ordination, integration and overseeing implementation of efficient and effective County Programmes and support services field activities in the assigned Region. The holder of this position will be the link to build and strengthen relationships in the field with communities, local leaders, GoSS, NGOs and other partners. He will oversee implementation of Primary Health Care (PHC), WASH and FSL components under OFDA Project in Warrap State; also technical backstopping and support to National Project Officer in the programmatic matter related to BRPM, GFATM projects, MaCHT, ERF, CHFs in the state
KEY RESPONSIBILITIES:
Leadership: WVSS local representative and focal contact person in the field Build relationships and linkages with GoSS, local authorities and communities in the areas WVSS is operating and other prospective areas Build relations with other NGOs that are working in and around the areas WVSS is operating Provide leadership to County Team, build and maintain team spirit Participate in community, GoSS and NGO meetings and give WVSS programme updates if and when necessary Arrange meetings for WV teams with stakeholders (Communities, local authority, GoS and NGOs) In collaboration with Regional Programme Manager, Sector Managers and support services, co-ordinate WVSS activities at all levels in the assigned County Give support to Sector Managers by ensuring that all logistic arrangements are in place for field activities Oversee and co-ordinate warehouse and transport management in the field in collaboration with Regional Supply- Chain/ Logistics Officer Host visitors ensuring accommodation for non WV and WV family including donors, SOs and partners. Monitor security situation in the field in collaboration with the assigned Regional Programme Manager and gives briefing on the same to visitors and staff In collaboration with the programme sector managers, provide assistance to programme staff and local partners in understanding WVSS programme activities and plans Ensure and promote WVSS programme activity integration, cooperation and coordination amongst all the sector programs In coordination with WVSS Regional Programme Officer, Sector Managers monitor, promote accountability in utilising programme resources and give feedbacks Utilise monitoring tools to promote activity achievement Provide timely information to the Regional Programme Manager on the status of existing and planned interventions Manage and monitor WVSS assets
Specific to ERRAPL: Provide leadership in implementation of ERRAP activities in Warrab guided by project design documents, Sudan health policy, WV and international standards Participate in program management related matters in the two states Ensure PHC rehabilitation and service delivery at the health facilities is to standards acceptable as guided by Sudan health policy Ensure that health facilities, WASH, and FSL in project area are with right staff and equipped as guided by MoH, MAF, MoWI and WV’s HR / SC procedures and policies. Ensure development and translation of M&E, DIP to national health project officers to guide and inform weekly, monthly, quarterly project progress Submit quarterly, mid term, end of project reports to as required and defined by Donor and WVS Documentation and Reporting: Ensure project staff produce their reports on time to enable the County Team Leader compile an integrated report In collaboration with program staff, prepare planning reports including the quarterly Implementation work/action plans Document success stories and lessons learnt to accompany the performance reports Assist in the compilation of concept notes/proposals in liaison with the Sector Managers and Programme Officers
Representation: Work collaboratively with Sector Managers and their teams on the ground Maintain external relations with communities, GoSS, partners and donors by attending meetings and workshops in the assigned Region
Financial Management: Prepare budgets and monitor cash flow Monitor local purchases Manage cash advances and maintain appropriate records Manage County budget in coordination with technical team and support services (Regional Grant/ Finance Officer, Regional Program Officer, and Regional Programme Manager)
Human Resources Management and Performance Management: Participate in hiring and discipline of staff Co-ordinate staff activities and ensure staff share resources where possible Ongoing staff appraisal Support training needs that may have been identified Encourage skills transfer from international staff to national staff.
Results Expected: Effective and co-operative relations with stakeholders (government authorities, UN Agencies, NGOs, and communities) at the assigned County level Effective project management Accurate and timely submission of the reports to Regional Programme Officer
KNOWLEDGE, SKILLS & ABILITIES:
Required: Master degree in Public Health, Doctor of Medicine, Community Economic Development, Rural Development, social sciences, international affairs, development or related field. First degree may be accepted in lieu of a master’s degree if supported by long and exceptional experience Relevant professional experience managing and implementing large multi-year projects in Africa (assessment, proposal development, report writing and evaluation, etc). Demonstrated understanding of the NGO sector, public sector planning in African countries 3-5 years of experience focused in the management of development programs involving rural communities to promote sustainable development. Experience in project management and programming knowledge in Public Health, WASH, and /or Education sectors required. Ability to work in high tension and high security risk situations and be able to adapt to rapidly changing contexts Knowledge of and adherence to the Red Cross and NGO Code of Conduct and capability of incorporating standards in design, implementation and evaluation of relevant projects Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments, and physical hardship conditions with limited resources Excellent analytical/problem-solving skills and detail-orientation Excellent English communication skills (oral and written) Proven organizational skills and time management Excellent computer skills, familiarity with MS Word, Lotus Notes, MS Excel and Power Point would be an added advantage.
