Position Description:
Reporting to the Director of Programs at Global Rights’ headquarters, the Gender Integration Advisor (GIA) works to strengthen the capacity of responsible government bodies and officials of the soon-to-be independent country of South Sudan to promote and facilitate women’s full participation in government and good governance activities, including representation in executive bodies, gender equality in legislation and the legislative process, and participation in public life. While gender integration is the primary focus, the GIA may also be called upon to provide technical assistance in relation to the inclusion of other marginalized populations including persons with disabilities and ethnic minorities as well as accessible means of civic participation in governance.
Key duties will include:
• Serve as gender integration expert for large multi-faceted governance project related to capacity building of executive and legislative bodies, including facilitation of civic participation as well as development of government human resources management system.
Examples of specific duties include:
• Provide advice and technical assistance to government bodies and officials, international organizations, and others in relation to the development and implementation of affirmative action employment criteria, policies, practices.
• Develop and implement training, including training of trainers (ToT) on topics such as affirmative action employment criteria, policies, and practices, workplace gender-equality awareness raising, training, mentoring, and supporting women personnel and trainees, gender equality concepts and applicable international norms including incorporation of these standards in legislation.
• Conduct a gaps analysis regarding gender equality under current law and constitution with attention to right to property and resources and freedom from gender-based violence, impact of customary law, implementation gaps, and recommendations for needed legislation.
Required qualifications include:
Skills
• At least 5 years of progressive responsibility in human rights or development work, particularly in the areas of gender equality and human rights or increasing access to justice.
• Demonstrated experience in gender integration in governance projects, in particular employment related policies and practices.
• Demonstrated skills in training, curriculum development, and report writing.
• Demonstrated skill in legal research and analysis, in particular in relation to gender equality standards.
• Knowledge of international, regional, and domestic gender equality norms and mechanisms.
• Masters degree in law, human rights, gender studies.
Competencies
• Proficiency in Microsoft Word, Microsoft Excel and use of the Internet.
• Capacity to work within a collaborative framework with other organizations, governmental officials, staff and civil society groups within a multidisciplinary and multicultural setting.
• Ability to establish priorities and to develop, coordinate and monitor work plans.
• Demonstrated ability to work independently and take ownership to resolve problems.
• Tolerance for ambiguity and uncertainty.
• Demonstrated good judgment.
• Capacity to work in hostile environments and to relate to individuals and communities who are exposed to rights abuses.
