Ethiopia FEASIBILITY STUDY FOR ABATTOIR IN JIJIGA, SOMALI REGION OF ETHIOPIA

Mercy Corps is an international non-governmental, non-profit organization operational in Ethiopia since 2004. In 2009, Mercy Corps was awarded the Revitalizing Agricultural/Pastoral Incomes and New Markets (RAIN) program, a three year innovative program funded by the Office of Foreign Disaster Assistance of the United States Agency for International Development (OFDA/USAID). In 2011, Mercy Corps and the Livestock, Crop and Rural Development Bureau (LCRDB) of the Somali Regional State (SRS) agreed to elevate their partnership through a joint feasibility study analyzing the potential of a number of commercial investments in the area of Jijiga, in particular an abattoir, in cooperation with Ethiopian and other regional entrepreneurs.

OBJECTIVES OF THE CONSULTANCY

The general objective of this consultancy is to develop a comprehensive, concrete and efficient report on the feasibility of operating an abattoir in Jijiga. This consultancy is expected to provide:

  1. Regionally-specific technical recommendations for private investors and public officials on the likely factors necessary for developing profitable, sustainable and commercial-scale abattoir businesses that adequately mitigate negative environmental, socio-cultural and socio-economic impacts.
  2. Comprehensive and balanced research on sustainable commercial-scale abattoir establishment in the Jijiga area of the Somali Region that could form an orientation tool for prospective regional lending programs and donor activities on private sector development.
  3. Demonstrate potential of the Somali Region business environment to transform, innovate and develop the sufficient frameworks (legal, social, economic, environmental) to attract and sustain new business development opportunities from Ethiopian and regional investors.

REQUIRED QUALIFICATION AND EXPERIENCE

The consultant must have practical experience working in Ethiopia, and preferably other countries in the region; strong analytical, business and writing skills; and able to work closely with the various stakeholders who will inform the key factors of the study. The consultant must have demonstrated previous experience conducting feasibility studies and business plans, preferably in Ethiopia and preferably dealing with the livestock or agriculture sectors (to be supported with evidence from the consultant). Consultant must be able to deliver specific outputs under very tight deadlines.

LOCATION OF THE WORK

While focusing on the contextual factors that will greatly influence and impact the feasibility of a commercial-scale private abattoir in Jijiga, the study will take into consideration trends, lessons and best practices from other abattoirs in the region.
