Deputy Chief of Party

BACKGROUND: Winrock International is a non-profit organisation whose mission is to empower the disadvantaged, increase economic opportunity and sustain natural resources. Winrock has over 170 projects underway in sixty-five countries including the United States. In Uganda, Winrock is working in northern Districts to support the USAID-funded Northern Uganda Development of Enhanced Local Governance, Infrastructure and Livelihoods (NUDEIL) Program, a transitional development program designed in line with the Government of Uganda’s Peace, Reconciliation, and Development Plan (PRDP). The program is a centrepiece of the US Government’s efforts to support the transition to peace in northern Uganda by increasing the local government’s ability to deliver services at the community level through rehabilitation of public infrastructure.

POSITION SUMMARY: The Programs DCOP will assist the COP and the technical staff in the design of project activities; help plan and oversee the implementation of project activities; liaise with client/USAID and with other stakeholders in Uganda and in the Districts where the project will be operational; ensure project reporting and compliance with USAID regulations; assist with recruiting and staffing, training and mentoring, and provide technical oversight and quality controls for the project; on top of other administrative duties. The DCOP may serve as Acting Chief of Party when the Chief of Party is not in country. The term of this position is up to 18 months with an optional year.

QUALIFICATIONS AND BACKGROUND

Education: Minimum bachelor’s degree in engineering, business administration, economics, international development, etc. Master’s degree in related field or U.S. Professional Engineering License (or equivalent) desired
Experience: Minimum 5 years technical experience working on private or public sector infrastructure projects
Technical and administrative experience in East Africa or post-conflict environment
Skills: Strong interpersonal skills and problem solving abilities
Strong written and verbal communication skills in English
