Legal Analyst (Multiple Openings)
Background:
The Global Health Advocacy Incubator (GHAI), a program of the Campaign for Tobacco-Free Kids, provides strategic advocacy assistance on global public health issues. GHAI draws on lessons learned from tobacco control advocacy campaigns in more than 50 countries to provide training and assistance to other public health advocacy initiatives funded by Bloomberg Philanthropies, such as road safety and data for health. The Advocacy Incubator supports civil society organizations in advocating for evidence-based policies to improve public health and decrease death and disease. This mission is accomplished by providing training and technical assistance for existing organizations working on public health policy, identifying new partners where needed, and assisting in the development and implementation of strategic advocacy campaigns to promote the adoption and implementation of public health policies.
The Bloomberg Philanthropies Data for Health Initiative (D4H) seeks to address the issue of unreported births and deaths in low- and middle-income countries, and works to improve public health data so that governments, aid organizations, and public health leaders are equipped with the tools and systems to collect and use data to prioritize health challenges, develop policies, deploy resources, and measure success. The D4H project is working in twenty countries: Bangladesh, Brazil, China (emphasis in Shanghai), Colombia, Ecuador, Ghana, India (emphasis in Mumbai), Indonesia, Malawi, Morocco, Myanmar, Papua New Guinea, Peru, Philippines, Rwanda, Solomon Islands, Sri Lanka, Tanzania, Turkey, and Zambia.
Legal Analyst Overview:
The GHAI seeks applications from legal experts (legal firms, organizations or individuals) with strong knowledge of and experience in local constitutional and administrative law to conduct legal analysis of civil registration and vital statistics systems. The legal analyst will follow an established protocol to compare laws and regulations against global best practices and identify potential areas for improvement. Each legal expert will assess the current body of laws on civil registration and vital statistics systems in one of more of the priority countries.
Qualified candidates will have demonstrated experience working with the legal systems of one of more of the above countries. These are temporary consultant positions that will last between four and six months. Selected analyst report to the GHAI Senior Legal Advisor at the Campaign Office in Washington, D.C.
Responsibilities:
The Legal Analyst will report to and work closely with the Senior Legal Advisor of the GHAI to conduct legal analysis of civil registration and vital statistic systems, with a focus on birth and death registration, in one or more of the following countries:
- Bangladesh
- Brazil
- China (emphasis in Shanghai)
- Colombia
- Ecuador
- Ghana
- India (emphasis in Mumbai)
- Indonesia
- Malawi
- Morocco
- Myanmar
- Papua New Guinea
- Peru
- Philippines
- Rwanda
- Solomon Islands
- Sri Lanka
- Tanzania
- Turkey
- Zambia
Responsibilities to include:
Gathering all laws, regulations, litigation, and other legal measures related to civil registration and vital statistics systems (including any amendments);
- Comparing each countries’ laws to a list of best practices, using an online platform;
- Drafting a brief final report containing legal conclusions;
- Participating in up to two legal workshops; and
- Communicating progress with GHAI staff on a weekly basis.
Qualifications:
The ideal candidate will possess the following professional and personal abilities, attributes, and experiences:
- English fluency at a legal level
- Minimum 5-years experience conducting detailed legal research
- Demonstrated experience in legal systems in the country whose laws are being analyzed
- Demonstrated expertise in constitutional and administrative law. Experience in public health law is preferred, not required
- Strong understanding of government policy-making processes
- 25-50% availability over a 4-6 month period
- Consistent access to high-speed internet
- Demonstrated ability to communicate (verbally and in writing) complex issues in a concise, compelling, and easily understandable manner
- Ability to work effectively and to report and communicate regularly and promptly with supervisor in a long distance management set-up
- Experience working at the international level and in cross-cultural settings
- Experience and/or desired interest in civil registration and vital statistics public policies
