Deloitte Tanzania has an exciting opportunity for a suitably qualified individual to join our USAID Boresha Afya project in the role of Manager- Enabling Environment for our office in Dar es Salaam.
Deloitte Tanzania in partnership with FHI360, Engender Health and Management and Development for Health (MDH) is responsible for implementing USAID Boresha Afya Program. USAID Boresha Afya is a five-year program (October 1, 2016 to September 30, 2021) funded by the American People through USAID aiming to support the Government of Tanzania (GoT) to increase access to high quality, comprehensive and integrated health services, especially for women and youth, with a focus on maternal, neonatal, child and reproductive health and nutrition outcomes. Emphasis is on comprehensive and integrated health service delivery for preventative and curative services with regard to HIV/AIDS, Family Planning (FP), Tuberculosis (TB), Malaria, Nutrition and Maternal and Child Health (MCH). Deloitte Consulting Limited will implement the program in the Southern Zone that covers the geographic area of Njombe, Iringa, Ruvuma, Morogoro, Lindi and Mtwara.
Broad Function
The Manager Enabling Environment will oversee capacity building and maintain relationships with the local government and strengthen integration with other programs.
This position will report to the Director of Technical Operations.
Main Areas of Responsibility:
- Work with other USAID Boresha Afya partners in the development and/or implementation of national approaches to promote respectful care by engaging national institutions in establishment of policies, addressing structural barriers and implementation up to the health facility level;
- Provide leadership on policy implementation, policy research and advocacy within USAID Boresha Afya stakeholders and outside;
- Within target districts, advocate for opportunities for integration of health services within regional and district authorities;
- Participate in development and/or implementation of national integrated training, supervision and/ or mentorship approaches;
- Participate and report to the project Directors on development and/or implementation of national integrated monitoring and reporting systems;
- Support development and/or implementation of national integrated systems for the financing of healthcare delivery, essential medicine and workforce organization;
- Promote integrated, multi-sectoral coordination and collaboration with other USAID Boresha Afya implementing Partners and stakeholders in health on integration approaches and policy implementation;
- Serve as the program point person on working groups reviewing integration services and also develop strategic relationships and alliances with other partners working on integration;
- Foster program learning among program staff on issues related to performance management, data analysis and interpretation for program improvement and results based management;
- Work with USAID’s Health Systems Strengthening (HSS) department in ensuring that the project is implementing activities as per HSS strategy’s results framework;
- Carry out organizational surveys to support the organizations in identifying their capacity needs, issues or challenges;
- Oversee Capacity building and Systems strengthening activities for CSO/and LGA’s;
- Planning, monitoring and evaluation activities within the timeframe of Capacity Building Plans;
- Participate in capacity building forums actively in Deloitte learning and development through structured learning, meetings in Tanzania, East Africa and beyond;
- Work with other managers within the project in the development and/or implementation of information technology platforms that support tracking the delivery of care from facility to community level and support tracking of completed referrals for care from community to facility level (Bi-directional linkages);
- Assist councils to set their own transformation targets and processes;
- Identify and develop future leaders in order to ensure sustainability;
- Participate in management team meetings and initiate regular meetings with regional teams and sub grantees, providing support where needed;
- Provide bi-weekly updates of ongoing enabling environment activities across the program to the Results Management Office;
- Prepare monthly, quarterly and annual reports and submission to the Results Management Office;
- Ensure compliance with USAID operational policies and regulations;
- Performing any other related duties as assigned from time to time.
Qualifications:
- A Bachelor’s degree in Health Policy and Planning, Public Health, Health Systems Strengthening, Health Systems Management or any other relevant degree;
- A Master’s degree in Health Systems Management is an added advantage or related field.
Other relevant Skills/Experience:
- A Minimum of seven (7) years’ working experience in a relevant field with a Bachelors, five (5) of which should be at managerial level;
- Experience in instructional strengthening , mobilisation and advocacy;
- Experience in training and capacity building;
- Knowledge of USAID rules and regulations;
- Strong communication skills (oral and written).
