The University of Arusha (UoA) is a fully accredited and chartered Private University accountable to the Seventh-day Adventist Church in Tanzania but carries out its objectives in harmony with guidelines and regulations for higher learning institutions in the country. Currently, UoA invites applications from suitably qualified and competent applicants to fill the vacant post of Deputy Vice Chancellor - Planning, Administration and Finance (DVC PAF).(a) Qualification and Experience
Holder of PhD and attained the rank of either a Professor/Associate Professor or a Senior Lecturer with with not less than eight years work experience in a relatively senior management position. A holder of Masters degree may also be considered provided that such a person has demonstrated high leadership qualities and extensive experience in academic administration in an institution of higher learning.
He/she will report to the Vice Chancellor.
(b) Tenure:
May hold the position for a period of between two (2) and five (5) years renewable only once on merit.
(c) Duties:
(a) Responsible to the Vice Chancellor in respect of all administrative and financial matters pertaining to the University.
(b) Indentifies revenue sources and plans for project implementation,
(c) Interprets and reviews of financial and staff regulations, salary structure and schemes of service.
(d) Maintains adequate staff procedures and established staff policies.
(e) Ensures adequate financial control and establishes procedures to that effect.
(f) Formulates training programs and recruitment of staff.
(g) Plans and conducts orientation programs for new staff members and completion of staff records etc.
(h) Keeps staff well informed on labour legislation.
(i) Promotes a high level of staff moral among University staff.
(j) Administers wage and salary policies and structures, including grading of staff.
(k) Provides leadership and direction of the financial and administrative activities of University.
(l) Negotiates purchase of office supplies and equipment and controls and supervises the provision of Secretarial Services for the University.
(m) In consultation with the Vice Chancellor negotiates contractual obligations,
(n) Assures adequate insurance coverage of the University and its property.
(o) Formulates and executes staff welfare services i.e. medical, housing, transport, recreation etc.
(p) Responsibility for the leadership and oversight of the following Units and Divisions/Centres:
(i) Strategic Planning Unit.
(ii) Student Administration.
(iii) Financial Services.
(iv) Human Resource Management and Industrial Relations
(v) Infrastructure and maintenance issues (Buildings and Grounds)
(vi) Housing and Accommodation Services
(vii) Recreation services.
(viii) Information Technology Services.
(ix) Secretary of the University Human Resources Committee.
(x) University Transportation.
(xi) University medical services.
(xii) Occupational Health and Safety Services
(q) Any other duties as may be assigned by the Vice Chancellor.
(d) Salary
The appointed DVC (PAF) will be entitled with basic salary as per UoA scheme plus responsibility and utility allowances, free house or house allowance, and medical support.
