VICE RECTOR FOR ACADEMIC AFFAIRS
The Institute of Legal Practice and Development (ILPD) is a Rwandan public institution established 2006 with a mandate of providing professional legal trainings and conduct legal research. The ILPD is located in the southern Province of Rwanda, in the District of Nyanza, in the Town of Nyanza.The ILPD is an autonomous institution working under the supervision of the Ministry of Justice.
The ILPD offers both post graduate and short courses, and has a vision of becoming a centre of excellence in legal practice.
The ILPD invites applications from suitably qualified and experienced persons with excellent credentials to lead the academic department as its Vice Rector for Academic Affairs.
Duties and Responsibilities
The Vice Rector for Academic Affairs will be the head of Academic department and shall be responsible of:
- Coordinating all academic and research activities of the ILPD;
- Developing Academic policies and take a lead for innovative activities;
- Supervising academic and research staff;
- Arranging for the meetings of the academic senate and ensure implementation of the decisions taken herein;
- Deputizing the Rector and represent him or her before the law;
- Performing any other duty which is related to his or her attributions as may be assigned to him or her by the Rector of the ILPD
Qualification, Ability and Experience
Qualifications requirement
- Be holder of an earned PhD from a recognized university and preferably should be a Full Professor (or Associate) of exemplary performance record;
- Be holder of a Diploma in Legal Practice;
- Have at least Five years of Professional Practice as Judge, Prosecutor or Lawyer. Having worked or taught in an institute of professional legal practice would be an added value;
- Having published in internationally recognized peer reviewed journals and extensively presented in international conferences, would be an asset;
- Have a good very good understanding of Professional Legal teaching;
- Be a leader with potential to plan, develop and implement academic programs and develop strategic institutional linkages;
- Have excellent administration, organizational, interpersonal and communication skills;
Ability and Experience
- Current knowledge and experience in higher education particularly in a Postgraduate setting.
- Experience in conducting continuing legal training (CLE) in civil law and common law systems is a must.
- Senior administrative experience in higher education - preferred and strongly desired
- Interest and ability to lead, supervise and manage activities of the academic department of the Institute.
- Commitment to continuous improvement of teaching and learning.
- Demonstrated leadership and managerial skills.
- Ability to exercise a collaborative style of management.
- Strong team building skills and the ability to work effectively and collegially with others.
- Highly developed skills in written and oral communication, human relations, and creative problem solving.
- Commitment to enhancing and maintaining diversity among faculty, staff and students.
- Commitment to adult and graduate education.
- Support for breadth of 5rograms at a young but dynamic institute.
- Experience with common law tradition preferably as a trainer, researcher/scholar.
- Legal consultancy experience in East Africa is crucial.
- Experience in the development and delivery of popular legal training modules demonstrated.
Terms and conditions of service
1. Successful candidates will be offered an attractive remuneration package
2. The appointment will be for a contractual period of 2 years
Additional Information
Classification Level: Level G — salaried position
Full Time Equivalent: 100%
For contract/non-Rwandan consultants:
- Salary is negotiable with monthly transport allowance of approximately 900
- Tax-free importation of a vehicle,
- Freight charges for personal effect to Rwanda (not exceeding 100Kgs), air ticket to Kigali and back at the end the contract
- No medical insurance coverage is provided
- Any other requests are dealt with on their merits
- Annual leave of 30 calendar days
