The Carter Center is guided by a fundamental commitment to human rights and the alleviation of human suffering; it seeks to prevent and resolve conflicts, enhance freedom and democracy, and improve health.  

Over the past five years, The Carter Center has worked to improve transparency and accountability in the Democratic Republic of Congo’s (DRC) industrial mining sector, in partnership with both international institutions and leading local civil society organizations. The current phase of the Mining Governance Program focuses on building local actors’ capacity to advocate for mining sector transparency, make information more accessible to a broader audience, and analyze this information to ensure that mining provides greater benefits to the Congolese people both locally and nationally.

The Center is seeking highly qualified candidates to serve as Transparency Coordinator for the Mining Governance Program. The Transparency Coordinator will manage, supervise and evaluate the implementation of program activities related to the transparency and accessibility of information about the DRC industrial mining sector, working closely with the Program Manager, a team of national staff and local civil society partners. The Transparency Coordinator will be hired for a 12-month deployment. Applicants should have a minimum of 2-3 years of experience with extractive industries governance issues and project management.

The selected candidate will be required to provide high quality program delivery while ensuring collaborative partnerships at all levels of implementation. He/She will reside in Lubumbashi, with regular travel to other locations in DRC, including Kinshasa, South Kivu and Province Orientale. 

Primary Responsibilities

•Under the direction of the Program Manager and the Field Office Director, represent The Carter Center in the field. Coordinate meetings with government officials, donors and other interested parties related to mining sector transparency and accessibility of information.

•Work closely with the Program Manager and other senior staff to design and manage the Center’s mining governance program, including building local capacity to advocate for mining sector transparency; making information more accessible to a broader audience through the Congo Mines web portal (www.congomines.org); expanding the scope of information on the website, including through additional mapping data of mining operations; and facilitating the analysis and use of this information to ensure that mining provides greater benefits to the Congolese people both locally and nationally. This includes ongoing program activities in Katanga Province and the planned expansion to monitor industrial gold mining operations in Province Orientale and South Kivu.

•Working closely with the Program Manager, supervise local staff and manage daily operations of the field office.

•On the basis of local partner capacity assessments and project objectives, assist local civil society partners in planning and implementing sub-projects. Manage local partners’ sub-grants and monitor implementation and results. Provide mentoring, project support and related follow-up. Ensure cost-effective use of donor resources while providing high quality program delivery.

•Contribute substantively to the technical aspects of training modules on transparency advocacy; plan and execute training sessions and other workshops; ensure modules sync with partner needs and sub-project objectives.

•Help draft and edit Carter Center press releases, public statements, and project reports as necessary in consultation with the Program Manager, Field Office Director and Atlanta staff. 

•Under the direction of the Program Manager and Field Office Director, allocate field office project funds in accordance with budget limitations and donor contract regulations. Supervise field office financial reporting to ensure appropriate management and monitoring of field office operational funds.

•Carry out other program design and implementation duties, as needed. 

Qualifications

•Bachelor’s degree in international relations, international law, economics or related fields required; advanced degree preferred. 

•2-3 years of professional experience in and familiarity with the extractive industries, good governance, transparency and accountability required.

•Solid knowledge of the Extractive Industries Transparency Initiative (EITI) and related initiatives required; knowledge of EITI’s implementation in the DRC preferred.

•Familiarity with ongoing advocacy efforts for mining and oil contract transparency strongly preferred.

•Direct experience working with mining governance stakeholders, including civil society organizations, mining companies, or government agencies strongly preferred.

•Project cycle management experience and proven skills in civil society capacity building strongly preferred.

•Strong writing and communication skills and competence with standard computer applications required; basic knowledge of mapping software preferred.

•Proficiency in both English and French is required.

•Strong collaborative problem solving skills with an ability to excel in team environments strongly preferred.

•Experience living/working in the Democratic Republic of Congo or the Great Lakes region preferred.

•Individual should be detail oriented, well organized, and able to work under pressure and tight deadlines when necessary.

A high level of personal energy, positive attitude and ability to work effectively in leading a diverse team are essential. Salary is commensurate with experience.
