Over the past five years, TCC has worked to improve transparency and accountability in the Democratic Republic of Congo’s (DRC) industrial mining sector in partnership with both international institutions and leading local civil society organizations. The current phase of the Mining Governance Program focuses on building local actors’ capacity to advocate for mining sector transparency, make information more accessible to a broader audience, and analyze this information to ensure that mining provides greater benefits to the Congolese people both locally and nationally.
The Center is seeking a Revenue Analysis and Training Coordinator to work with the Mining Governance Program. The Revenue Coordinator will manage, supervise and evaluate the implementation of program activities related to building local civil society capacity to analyze revenues of industrial mining operations in DRC. The Revenue Coordinator will work closely with the Program Manager, a team of national staff and local civil society partners. The Revenue Coordinator will be hired for an initial six-month deployment with the potential to be extended for an additional 12 months. Applicants should have a minimum of 2-3 years experience with extractive industries governance issues and project management.
The selected candidate will be required to provide high quality program delivery while ensuring collaborative partnerships at all levels of implementation. He/She will reside in Lubumbashi, with regular travel to other locations in DRC, including Kinshasa, South Kivu and Province Orientale.
Primary Responsibilities
•Under the direction of the Program Manager and the Field Office Director, represent The Carter Center in the field. Coordinate meetings with government officials, donors and other interested parties related to industrial mining revenue flows.
•Refine and execute TCC’s training program on revenue analysis of mining operations.
•Supervise and provide technical support to local partners in research and case study development related to the financial and fiscal aspects of mining operations in their respective regions.
•Support the Extractive Industries Transparency Initiative (EITI) in the DRC through capacity building of civil society actors to understand, research, estimate and evaluate revenue flows of local industrial mining operations.
•Collaborate with graduate student groups in developing financial models to track the revenue flows of specific Congolese industrial mining projects.
•Conduct research and develop policy recommendations on enhancing fiscal transparency of the mining sector in the DRC.
•Carry out other project-related tasks, as needed.
Qualifications
•Bachelor’s degree in economics, accounting, law or related fields required; advanced degree preferred.
•2-3 years professional experience with extractive industries governance issues and project management required.
•Familiarity with extractive industry fiscal regimes and solid knowledge of the EITI and related initiatives required; knowledge of EITI’s implementation in the DRC preferred.
•Strong writing and communication skills and competence with standard computer applications required.
•Proficiency in both English and French required.
•Strong collaboration problem solving skills with an ability to excel in team environments required.
•Project cycle management experience and proven skills in civil society capacity building strongly preferred.
•Experience in advocacy for revenue transparency preferred.
•Experience living/working in the DRC or the Great Lakes region preferred.
•Experience with financial modeling preferred.
•Individual should be detail oriented, well organized, and able to work under pressure and tight deadlines when necessary.
A high level of personal energy, positive attitude and ability to work in a team setting are essential. Salary is commensurate with experience.
