OBJECTIVES OF THE PROGRAMME : To assist Member States in improving the health and nutrition across neonatal, childhood, adolescent, and all components of reproductive health, by ensuring universal access to quality, evidence-based promotive, preventive and life-saving interventions at all levels of the health care delivery system through health system strengthening based on primary health care.
Description of duties: Pertaining to legislation and regulation of marketing of food products, tobacco and alcohol for infants, children, adolescents and pregnant women, and of fortification and maternity protection, in collaboration with priority countries and external consultants, the incumbent will: 1. Develop and support use of evaluation frameworks in countries. 2. Build country and regional capacity for strengthening policies, regulations and legislation. 3. Develop and update regional monitoring of legislative and regulatory actions as well as violations at the country level. 4. Support the development mechanisms to integrate Baby Friendly Hospital Initiative into country legislative and regulatory systems including health facility accreditation and licensing. 5. Support the implementation of prioritized recommended actions at country and regional level following the WHO Western Pacific Regional Office (WPRO) consultation on marketing to children. 6. Advise countries on other legal and regulatory issues affecting women and children's health such as fortification, access to family planning commodities and abortion. Expected specific outputs/outcomes: a. To build regional and country capacity for strengthening policies, regulations and legislations pertaining to marketing of food products, tobacco and alcohol for infants, children, adolescents and pregnant women. b. To support the integration of Baby Friendly Hospital Initiative into country legislative and regulatory systems including health facility accreditation and licencing.
REQUIRED QUALIFICATIONS
Education: University degree in law and master's degree in a relevant field is essential. Postgraduate degree in law or equivalent. Master's degree in public health or equivalent is desirable.
Skills:  Legal and regulatory aspects of marketing of products of public health concern for women and children. Effective legislative and regulatory remedies to improve effectiveness of public health interventions for women and children. Ability to contribute to the development of norms and standards, as well as training materials; Capacity to plan and conduct operational activities with political and technical elements; Proficient in standard MS Office software applications. Presentation skills. Report writing. Excel data analysis software (e.g. Stata). Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct; Ability to demonstrate gender equity and cultural appropriateness in the delivery of services to member States. Experience: Minimum of seven years' experience in public health law, at international level, of which at least two years relates to harmful effects of marketing is essential. Specific experience in legislation, regulation and implementation of public health laws for protection of children is desirable.
Languages: Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.

Annual salary: (Net of tax) USD67 483 at single rate USD72 467 with primary dependants	Post Adjustment: 57.2 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
