Organ: The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union (the Union has three functional sectors: Standardization, Radiocommunication and Development) which deals mainly with development policies, strategies, programming, as well as technical cooperation activities (expert missions, training programmes, field projects, seminars, etc.). |
Organization Unit: Within the Telecommunication Development Bureau (BDT) of ITU, under the supervision of the Director, and in close collaboration with the other Departments of BDT, the Regional and Area Offices are responsible for proposing the operational policy and strategy of telecommunication development activities in their respective regions, coordinating with countries of the region to prioritize requirements, proposing inputs for the preparation of the operational plan based on these prioritized regional requirements, as well as coordinating and implementing technical cooperation activities in their respective regions, be they in the framework of projects, regional initiatives, or follow-up of World Telecommunication Development Conferences. |
Duties / Responsibilities |
Under the direct supervision of the Regional Director and in close collaboration with the Senior Engineer of ITU/BDT/IEE (the project manager) as well as in coordination with respective administrations and relevant entities in Africa and the relevant ITU experts, the incumbent will carry out the following duties for the successful implementation of the project:
Liaise with the project manager, the professionals in the region and HQ as well as the relevant ITU experts and national/local experts in each country involved with the relevant topics and other activities related to the implementation of the project.
Review the project and work plan, implement the project and submit monthly progress reports, project evaluation report and project closure report; propose modifications to the implementation plan, if required, including impact analysis.
Coordinate activities of the experts to ensure that the project progresses on schedule and within prescribed budget.
Prepare the letter for the regional Director's signature to be sent to countries introducing the project and request identification of focal points for the project.
With the help of the Regional and Area Offices, summarize and transmit questionnaires developed by the recruited expert(s) to countries, follow up response from countries within the stipulated timeframe in the work plan, transmit country responses to the experts, regional Office and HQ and produce assessment report.
Establish national focal points and coordinate with them for data collection; collect the data for the implementation of the project in cooperation with the national focal point, monitor and update the implementation plan for relevant activities.
Follow up with the regional office, HQ and the experts on the criteria for selecting the beneficiary countries and the National Master Plan team.
Follow up on the experts' analysis of the questionnaire.
Work with ITU experts on the analysis of the collected data and produce a report of the current situation.
In accordance with the selection criteria, ensure that ITU selects the beneficiary countries, and the Master Plan teams are established.
Carry out necessary missions relevant to the project as required.
With assistance from Regional and Area Offices, review and comment on the deliverables from the experts (Wireless Broadband Guidelines customised for Master Plan for Africa, Questionnaires and Master Plans for Wireless Broadband Access for the beneficiary countries) before they are sent to the Project Manager.
In collaboration with the Technical and Policy and Regulation experts, assist the National Master Plan Team to develop Master Plan, identify and recommend projects in the selected beneficiary countries; recommend a plan of action and assist experts in producing a report for each beneficiary country.
In coordination with the experts, assess the training needs of the various stakeholders and propose human capacity building actions to address selected needs, planning and satisfactory execution of these actions. Establish the requirements of the workshops for the Master Plans in beneficiary countries ensuring that gaps in technical data, policy and regulation, capacity building, licensing and planning are adequately addressed.
Identify the host country and prepare the MOU for hosting the workshop; identify and invite speakers.
Organize country and regional integrated workshops with relevant national/local experts and the focal point of the host country; ensure that the assessed gaps are highlighted and addressed, develop workshop programme and organize speakers, prepare invitation letters for the Regional Director's signature and transmit the invitation letters within the established time frame. Ensure that there is a sufficient number of participants in all the workshops.
Produce reports regarding workshops as required for submission to the Regional Director, Action Manager and the Project Manager.
Carry out any other duties related to his/her specialty as may be assigned by ITU.

Qualifications required |
Education: University degree in telecommunications, law, political science, human resources management, economics or a related field to the professional assignments of the post OR education in a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree in one of the fields above. |
Experience: At least three years of progressively responsible experience in telecommunication/ICT regulation/infrastructure development activities preferably acquired in telecommunication/broadband field in governmental organization or recognised private agency. Ability to organize seminars and training workshops. An advanced degree in a related field can be considered as a substitute for one year of working experience. A doctorate in related fields can be considered as a substitute for two years of working experience. |
Languages: Knowledge of English at advanced level and knowledge of French at intermediate level. |
Competencies:
Experience as a telecom engineer and network planner would be an advantage.
Experience related to project coordination in African countries and working experience at the international level is an asset.
