Job Title: PARTNER FUNDS OFFICER
Grade: P2
Department: Directorate of Strategic Policy Planning, Monitoring and Evaluation-Resource Mobilization
Supervisor: Head of Division
Duty Station: Addis Ababa, Ethiopia
2. Major duties and responsibilities:
Under the direct supervision and guidance of the Head of Resource Mobilization Division, she/he will perform the following tasks:
1. Produce and assist in the review of financial returns to ensure that adequate systems of internal control are maintained for funds management; and that up to date and reliable financial records are maintained in conformity with the AU Financial rules and regulations, policies and procedures and partner’s requirements;
2. Assist to ensure allocation of resource to appropriate fund or account and monitor proper budget utilization to ascertain that budget appropriations are not over spent;
3. Develop budget proposals for partner funds in line with AUC Financial, administrative and operational parameters in collaboration with liaison office and project managers; follow up agreement with partners, and ensure budget utilization is in compliance with agreements;
4. Prepare periodic disbursement plans, cash flow forecasts, schedules of remittances of subventions for liaison offices and projects, and monitor cash requirements against utilization;
5. Ensure that progress reports are prepared and submitted to the Partners in accordance with the respective Agreements;
6. Assist in the development of guidelines, procedures, partner compliance checklists and schedules to enhance proper functioning of the accounting system, management of the financial resources and implementation of partner agreements regarding capacity building and shared values projects;
7. Provide advice to the resources mobilization division management and other stakeholders on efficient utilization of partners’ funds
8. Assist to review information and explanations provided by project managers to audit queries and partner requests;
9. Assist in follow up and implementations of recommendations of the AUC’S Internal and external auditors as well as partners’ contracted external auditors;
10. Perform any other similar duties that may be assigned by the head of the Division.
3. QUALIFICATION AND WORK EXPERIENCE REQUIRED:
Candidates must have a minimum Degree in Economics, with Development Economics, International economics or Development Planning
4. PROFESSIONAL EXPERIENCE REQUIRED:
Candidates must have at least 5 years of relevant experience in resource mobilization, or economic integration, or development planning. Experience working with International Organizations and Donors is an asset
5. OTHER RELEVANT SKILLS:
- Analytical skills in a Donor funded environment
- Excellent negotiation, interpersonal and communication skills
- Knowledge of funding and other resource mobilisation mechanisms
- Development of procedures and computerised system design and implementation skills
- Excellent interpersonal skills and ability to organise and motivate others
- Ability to work in a multi-cultural environment
- Writing and editorial skills for preparing imaginative project proposals for funding and presentations to donors
- Computer skills
6. LANGUAGE REQUIREMENT:
Proficiency in one of the African Union working languages. Knowledge of one or several other working languages would be an added advantage.
7. AGE REQUIREMENT:
Candidates must preferably be between 25 and 35 years old.
8. TENURE OF APPOINTMENT:
The appointment will be made on a fixed term contract for a period of two (2) years, of which the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a annually subject to satisfactory performance and fund availability.
9. REMUNERATION:
The salary attached to the position is an annual lump-sum of US$ 72,033.93 inclusive of all allowances for internationally recruited staff, and US$ 60,430.34 inclusive of all allowances for locally recruited staff
