OBJECTIVES OF THE PROGRAMME : To provide technical support to the Ministry of Health and Family Welfare in the development and implementation of evidence based maternal, neonatal, child and adolescent health (MNCAH) policies and strategies, in order to provide access and quality health services to children and adolescents in an equitable manner. Assist in the harmonization of national and international efforts to ensure strengthening and improving Maternal, Neonatal, Child and Adolescent Health through planning, collaboration, coordination and implementation of WHO's technical and operational support to national MNCAH programmes. Assist in promotion of national MNCAH programme with appropriate government commitment and support for MNCAH programme in collaboration with national and international organizations responsible for strengthening and improving MNCAH. | |
Description of duties: Under the overall guidance of the WHO Representative to Bangladesh, the MO-MCH, in close consultation with Making Pregnancy Safer and Reproductive Health (MRH) and Child & Adolescent Health (CAH) technical units at SEARO and HQ, regularly undertakes situation analysis in maternal, neonatal, child and adolescent health and provides technical assistance to national authorities in all aspects of national maternal, neonatal, child and adolescent health as follows: 1. Provides technical support to the Ministry of Health and Family Welfare and its technical departments in the review, development and implementation of comprehensive maternal, neonatal, child and adolescent health policies and strategies; 2. Develops/formulates policies, strategies and recommendations in the area of maternal, neonatal, child and adolescent health to strengthen national plans and priorities; 3. Facilitates the integration of maternal, neonatal, child and adolescent health programmes and approaches including Making Pregnancy Safer, Newborn Care, Integrated Management of Childhood Illness strategy, Infant and Young Child Feeding, and Youth Friendly Health Service into comprehensive health plans; 4. Strengthen the technical and managerial capabilities of national staff; 5. Supports the adaptation of WHO tools/guidelines for the implementation of Making Pregnancy Safer, Newborn Care, Integrated Management of Childhood Illness strategy, Infant and Young Child Feeding, and Youth Friendly Health Service programmes; 6. Supports operations research to improve effectiveness of maternal, neonatal, child and adolescent health programmes; 7. Plan, guide and recommend quality improvement process for maternal, neonatal, child and adolescent health services; 8. Formulates integrated work-plans for WHO collaborative programmes on maternal, neonatal, child and adolescent health and explore voluntary contribution funds; 9. Provides technical support in monitoring and evaluating programme effectiveness, including the review and synthesis of information; assessments of quality, coverage and costs of interventions and the use of such data for decision making; and programme planning and improvement; 10. Maintains and updates website information in the area of work; and 11. Performs other relevant duties, assigned by the Supervisor(s). | |
REQUIRED QUALIFICATIONS | |
Education: Essential: Advanced University degree in medical science from a recognized university with Post-graduate degree in public health. Desirable: Degree or Training in any one or more of the following areas: Reproductive Health; Obstetrics & Gynecology; Pediatrics; Adolescent Health; Integrated Management of Childhood Illnesses; Infant and Young Child Nutrition; Health Programme Management; Epidemiology. | |
Skills: Functional Skills and Knowledge: 1. Extensive knowledge and skills in the areas of maternal & neonatal health or child & adolescent health. 2. Knowledge of health systems, strategic frameworks in the area of maternal, neonatal, child and adolescent health, and monitoring and evaluation. 3. Extensive knowledge and skills in problem solving, management, negotiation, presentation, resource mobilization and planning Competencies: 1. Producing results 2. Experience: Essential : At least ten years' of relevant experience including five years of international experience specifically in the implementation, organization and management of maternal & neonatal health programmes or child and/or adolescent health programmes. Desirable: Experience of working in developing countries, in programme planning, monitoring, evaluation and training. | |
Languages: Expert knowledge of reading, writing and speaking in English. | |
Annual salary: (Net of tax) US$ 80734 /- at single rate US$ 86904/- with primary dependants | Post Adjustment: 41.8 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
