Organizational Setting and Reporting
This position is located in the Immediate Office of the Registrar of the International Criminal Tribunal for Rwanda (ICTR). The incumbent of the position will work under the direct supervision of the Special Assistant to the Registrar and the overall supervision of the Registrar.
Responsibilities
Within delegated authority, the Legal Officer will be responsible for the following duties:
Prepares or assists in the preparation of legal opinions/advice on a wide range of issues related to international criminal law, human rights and public international law, including the interpretation and application of constitutive, legislative and other instruments governing United Nations activities and operations.
Conducts extensive legal research and analysis and prepares legal studies, briefs, reports, submissions made pursuant to Article 33 (B) of the ICTR Rules of Procedure and Evidence and other documents, such as legal documents sent to Member States, agreements and matters relating to immunities.
Drafts inter-office memoranda to various sections of the ICTR as well as correspondence addressed to senior officials of governments and representatives of NGOs, UN agencies or other international organizations.
Prepares or assists in the preparation of drafts of reports, speeches, academic papers or lectures on various legal issues to be presented by or on behalf of the Registrar.
Assists in reviewing policy issues under consideration by the Registrar and in proposing new policies.
Attends various meetings of commissions, committees (including the Legacy Committee), task forces, expert groups and other bodies; prepares background materials, summaries of issues and views or meeting reports and ensures follow-up of actions decided upon.
Performs other duties as may be assigned by or on behalf of the Registrar.

Sound knowledge of substantive and procedural international criminal law. Knowledge of various legal research sources, including electronic, and ability to conduct research and analyze information on a wide range of legal issues. Knowledge of the civil law and/or common law legal systems and principles. Ability to interpret and apply legislative instruments, develop and present results, recommendations, and opinions clearly and concisely. Ability to draft legal papers and work under pressure. Ability to apply good legal judgment in the context of assignments given. Education
Advanced university degree (Master's degree or equivalent) in law. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Postgraduate studies in public international law or international criminal law would be an asset.
Work Experience
A minimum of five years of progressively responsible experience in legal analysis, research and writing in international criminal law, of which two at least must be at an international criminal tribunal.
Languages
Fluency in one of the working languages of the ICTR, English or French (both oral and written) is required; knowledge of the other is desirable.
Assessment Method
Evaluation of qualified applicants may include a written assessment which may be followed by a competency-based interview.
Special Notice
The appointment is limited to the ICTR. Appointment of the successful candidate on this position will be limited to the initial funding of the post. Extension of the appointment is subject to the extension of the mandate and/or the availability of funds. As the international tribunals are not integrated in the Secretariat, UN Staff Members serve on assignment or secondment from their parent department/office if selected. Appointments of staff members in the United Nations are subject to the authority of the Secretary-General. Staff Members are expected to move periodically to new functions in accordance with established rules and procedures, and may in this context be reassigned by the Secretary-General throughout the Organization based on the changing needs and mandates.
