Overview:
JSI Research & Training Institute (JSI R&T) is a partner in
the Partnership for Supply Chain Management (PFSCM). PFSCM is implementing the Supply Chain
Management System (SCMS) contract for USAID as part of the President’s
Emergency Plan for AIDS Relief. SCMS
endeavors to strengthen or establish secure, reliable, cost-effective, and
sustainable supply chains capable of meeting the care and treatment needs of
people living with and affected by HIV and AIDS. In coordination with in-country and
international partners, SCMS assists programs to enhance their supply-chain
capacity; ensure that accurate supply-chain information is collected, shared,
and used; and provide quality, affordable, health care products to those who
need them.
In Tanzania, SCMS supports the Government of Tanzania’s
goal of improving the health of all Tanzanians. The project is managed by JSI
R&T. The field office is recruiting for
1 Laboratory Supply Chain Monitoring Advisor (Lab SCMA)
to be based in Iringa zone throughout the country to serve as an early warning
system capable of identifying potential break downs in the logistics system and
taking corrective and remedial actions to avoid service interruptions. The Lab
SCMA will prevent shortages or excess accumulation and wastage of laboratory
related products in the health commodity distribution network. The positions will
report to the Regional Logistic Coordinator and designated supervisor in the
zone.
Overall Responsibilities:
The Laboratory Supply Chain Monitoring Advisor will provide support to
the day-to-day logistics activities of all the HIV/AIDS Care and Treatment
Centers (CTCs) within their designated area.
In collaboration with the Diagnostics Unit of the MOHSW, MSD, NACP and
other vertical programs, the SCMA-Lab will primarily work on implementing and
monitoring the new national logistics system for laboratory supplies.
Specific responsibilities will include, but not be limited to, the
following:
For each
MSD zonal store and its related health facilities:
- Conducting logistics monitoring
visits to selected health facilities that provide care and support for
People Living with HIV/AIDS (PLWHA).
These visits may include staff from MSD, Regional Health Management
Team (RHMT), Diagnostics Unit, NACP and Council Health Management Team (CHMT)
- Developing technical assistance
plans, including project activity development and budgeting, preparation
of strategic and annual work plans, monitoring, and evaluation of
performance and impact.
- Providing technical assistance to key
CTCs personnel in the following areas:
- Analyzing the constraints to
improved product availability in the selected facilities.
- Analyzing the supply chain
implications of poor report & request (R&R) for lab supplies,
storage and distribution.
- Identifying performance strengths,
weaknesses, and Providing On-the-Job Training (OJT) in commodity
management using existing tools such as Standard Operating Procedures
(SOP) manuals.
- Facilitating the provision of Report
and Requisition forms, manuals and other materials required to carry out
logistics activities.
- Ensuring that all logistics records
are correctly maintained at the service delivery points.
- Ensuring that planned logistics
activities (procedures) are being carried out according to schedule
- Ensuring prompt receipt of
laboratory supplies at the SDPs
- Identifying potential breakdowns in
the logistics systems and mobilize support and other interventions
necessary to avoid stockouts of laboratory supplies.
- Ensuring that appropriate stock
levels of laboratory supplies are maintained in MSD zonal stores.
- Ensuring good communication with and
timely feedback to CTC sites, MSD, Diagnostics Unit, NACP and JSI/SCMS on
potential and/or actual stock imbalances.
- Working with MSD Local Area Managers
to ensure the steady supply of laboratory supplies to the zonal store.
- Working with MSD Zonal warehouse and
CTCs staff on establishing guidelines for proper storage and distribution
of laboratory supplies.
- Identifying and communicating the
necessary resources for the performance of their duties.
- Preparing and submitting routine
reports to SCMS and designated institutions.
- The position is based in a MSD Zonal
area and will require travel to ART facilities within that zonal area, and
may require travel to trainings/presentations/conferences. Depending on the need or situation, some
international travel may be required.
- Perform other duties as may be assigned by the Supervisor and or project
management
Knowledge,
Skills and Abilities Required
Applicants
for this position should be Tanzanian nationals who possess the following
minimum qualifications:
- Either a qualified Laboratory
Scientist, Laboratory Technologist, or Biomedical Sciences with at least
two years experience in managing laboratory supplies
- Experience in working with laboratory
supplies and programs is preferred.
- Experience in logistics/supply chain
management and or public health commodities management desirable.
- Experience in working with the
Government of Tanzania and other NGO’s preferred.
- Excellent written and verbal English.
- Ability to prepare and present
information related to health laboratory diagnostics
- Ability to work on a team to develop
strategies and manage implementation of projects
- Ability to work independently.
- Previous work experience with
USAID-funded projects desirable.
- Proficiency in common computer
packages (eg.Word, PowerPoint, Excel) relevant to the work.
- Able to travel for an extended period
of time away from the duty station to support technical activities.
- Able to travel internationally to
attend trainings and conferences as needed.

TITLE: Supply
Chain Monitoring Advisor (3 Open Positions)
REPORTS TO: Regional

LOCATION: Positions based in each of the four
following MSD Zonal Stores: Tabora (1), Moshi (1) and Mtwara (1)
OVERVIEW:
JSI Research & Training Institute (JSI R&T) a US-based
technical assistance firm, is implementing various public health-related
projects in Tanzania aimed at strengthening the Ministry of Health and Social
Welfare’s (MOHSW) service delivery, with funding from United States President’s
Emergency Plan for AIDS Relief through USAID, CDC and other US agencies
represented in Tanzania.
The Supply
Chain Management System (SCMS) project is implemented by The Partnership for
Supply Chain Management (PSCM) under a USAID contract as part of the
President’s Emergency Plan for AIDS Relief. SCMS, managed in Tanzania by JSI
R&T, provides quality medicines, strengthens and establishes secure,
reliable, cost-effective, and sustainable supply chains, capable of meeting the
care and treatment needs of people living with and affected by HIV and
AIDS. In coordination with in-country
and international partners, SCMS assists Tanzania national programs to enhance
their supply chain capacity; ensures that accurate supply-chain information is
collected, shared, and used; and provides quality, affordable, health care
products to those who need them.
OVERALL RESPONSIBILITIES:
The Supply Chain Monitoring Advisors (SCMA) are to serve as an early
warning system capable of identifying potential break downs in the logistics
system and taking corrective and remedial actions to avoid service
interruptions. In addition, the SCMA
will prevent HIV/AIDS related products build-up or accumulation and wastage in
the health commodity distribution network.
The Supply Chain Monitoring Advisors will be providing support to the
day-to-day logistics activities of all the antiretroviral therapy (ART)
facilities within their designated area.
In collaboration with the Pharmaceuticals and Supply Unit (PSU), NACP
and MSD, the SCMAs will primarily work on implementing and monitoring the
logistics system for HIV/AIDS commodities. While the primary focus of the SCMA
is on the logistics management of HIV/AIDS commodities, the SCMAs will assist
in providing technical support for other essential commodities management in
line with PSU, NACP and MSD activities to ensure that all HIV/AIDS commodities
and essential medicines are running smoothly within the distribution system in
their assigned zone.
SPECIFIC RESPONSIBILITIES may include, but are not limited to the
following:
For each MSD zonal store and its related health facilities:

Qualifications,

Pharmacist, Medical Doctor or other Public Health professional with at
least two years experience in HIV/AIDS or experienced Public Health

Position Title: Warehousing & Distribution Director
Location: Tanzania
Reports To: Deputy Country Director – Strategic and
Technical Support
Background:
The Supply Chain Management
System and USAID | DELIVER PROJECT, are U.S. Agency for International
Development (USAID)-funded projects, focused on improving supply chain systems for wide range of health
commodities, including contraceptives and condoms, malaria commodities, other
essential medicines; and select commodities for HIV/AIDS, maternal and child health, malaria and other
infectious diseases. Implemented by John Snow Inc., the SCMS and DELIVER design,
strengthen, and, upon request, operates safe, sustainable, and reliable
supply systems that provide a range of affordable, quality essential health
commodities, including pharmaceuticals, diagnostics, and supplies, to clients
in country programs. The projects technical support strengthens all aspects of
in-country supply chains, including forecasting, procurement, distribution, management
information systems, quality assurance, storage and infrastructure, and medical
waste disposal. Health programs cannot operate successfully without a full
supply of essential commodities. The project encourages policymakers and donors
to support logistics as a critical factor in the overall success of their
health care mandates.
The project is seeking a
Warehousing and Distribution (W & D) Director who can help assess and
strengthen in-country supply chains. This position will provide challenging
work with a team of over 100 public health logistics professionals, including
key national stakeholders such as the Medical Stores Department (MSD) and the
Central Medical Stores (CMS) in Zanzibar. This position will entail travel to
various MSD zonal stores and CMS Zanzibar. The W & D Advisor will work
under the technical and administrative guidance of the Deputy Country Director
– Strategic and Technical Support.
Summary of Responsibilities:
The Warehousing and Distribution Director will work closely with JSI
Tanzania staff and other appropriate staff on W &D technical assistance
activities. The Director for W & D will also lead in the development of
specific country strategies and initiatives aimed at increasing the adoption of
best practices in addition to participating in various technical working groups.
S/he will work with field office staff to identify and support the optimization
of the warehousing and distribution infrastructure, processes, policy,
technologies and human resources to meet the needs of the supply chains in
country. S/he will review W & D TA reports and other deliverables to ensure
quality. The W & D Director
is responsible for building the capacity of the Medical Stores Department (MSD)
in warehousing and distribution so that it may fulfill its crucial mandate to
ensure the availability of quality commodities throughout the country. S/he will provide technical assistance to
institutionalize sound, efficient and effective drug storage (warehousing) and
distribution system for MSD. In
addition, s/he will also provide direct support to counties and health centers
through constant supervisory visits to ensure that drugs are properly stored.
Specific responsibilities will include, but not be limited to the
following:

Collaborate
with and support the Medical Stores Department (MSD), Central Medical Stores
(CMS) in Zanzibar and other key partners to promote, and build support for good
warehousing and distribution practices;
·
Provide
technical assistance to MOHSW departments, donors, NGOs and other cooperating
agencies in the design and implementation of good warehousing and distribution
practices in the context of integrated public health systems integrated;
·
Lead
warehousing and distribution management training and other performance improvement
interventions;
·
Contribute
to the development of performance improvement plans including preparation of
strategic, quarterly and annual work plans, and the monitoring and evaluation
of the impact of Warehousing and Distribution activities;
·
In collaboration
with the JSI Tanzania staff and other appropriate stakeholders, develop a
comprehensive strategy and framework for W& D activities
·
Apply
industry best practice to defining the warehousing and distribution to
support:
a.
warehouse assessments and post-implementation
reviews
b.
optimization of storage, distribution
networks and transportation routes
c.
business process re-engineering, SOPs,
and organizational restructuring
d.
SOPs development, training, and other
organizational development
e.
Introduction of modernization technology
or processes such as RF, bar-coding, fast-picking environments, etc.

Work
across technical areas to integrate key related functions of supply chain such
as quantification, procurement, inventory management while planning, implementing
and monitoring warehousing and distribution efforts in every country.
·
Develop
a results management framework for W& D work and identify key performance
indicators to measure the success and impact of W & D technical assistance
activities to MSD, CMS and other stakeholders and partners.
·
Coordinate
information sharing and dissemination of lessons learned and best practices in
W & D within and outside the project.
·
Ensure
the quality of technical work conducted in W & D including review of
technical reports.
·
Provide
summary documents and reports on W&D activities as requested by the Country
Directors or Deputy Country Directors
·
Lead the
development of training materials related to W & D technical assistance
work.
·
Support
the Country Directors or Deputy Country Directors to ensure that all technical
areas of the project are integrated and making the most effective and efficient
use of all project resources;
·
Assist
with the writing of monthly, quarterly and other contractual reports on
progress made in the field to the Country Directors or Deputy Country Directors
·
Perform
other related duties as may be assigned.
QUALIFICATIONS
·
Advanced
degree in Logistics/Supply Chain Management/Industrial Engineering.
Undergraduate or other degree with relevant backgrounds and/or relevant
commercial sector supply chain experience will also be considered.
·
At least
ten years warehouse and distribution experience preferably from modern
commercial sector. Experience with warehouse
operational challenges in resource limited countries highly desirable.
·
Five or
more years’ experience in providing technical assistance in implementing supply
chain system solutions in warehouse management, distribution.
·
Experience
with most commonly used warehouse management systems (WMS)
·
Demonstrated
experience with the steps of the design and implementation of a WMS and/or a
Supply Chain ERP system
·
Demonstrated
experience with warehouse infrastructure development or improvement projects
(warehouse assessment, design, specifications of hardware and material handling
equipment, cold chain, ventilation, etc.)
·
Working
experience in Tanzania
·
Demonstrated
experience evaluating impact of investments in improving supply chain
performance.
·
Excellent
English and Kiswahili written and oral communication skills
·
Proven
ability to work as part of an internationally diverse team and to be
self-managing
·
Suitable
computer skills with spread sheet and word processing, preferably Microsoft
Office package, Basic GIS package or other warehouse design and/or distribution
network analysis and optimization software
·
Ability
to travel internationally for about 40% of the time with very short notice

theory for building the capacity of staff at all levels of the supply chain,
