OBJECTIVES OF THE PROGRAMME : A sound, well managed, responsive and efficient organization-wide Human Resources Management strategy and service delivery which support the work of WHO and its member states, encompassing, but not limited to: HR Policy Development and Planning, Organizational Design and Job Classification, Talent Management (including Succession Planning, Recruitment, Career Development, Rotation and Mobility), Organizational Diversity, Conditions of Service, Compensation and Benefits, Staff Development and Learning, HR Legal Advisory Services, Administration of Justice, HR Administrative Review, Global Staff/Management relations, representation of WHO and influencing of inter-agency HR Common System initiatives, as well as the provision of global advisory services to management and staff. Within HRD, the Human Resources Management, Policy and Administration of Justice (HPJ) unit is responsible for the formulation and adaptation of integrated WHO's human resource management policies reflecting organizational needs and best practice and development and updating of guidance. HPJ also provides advisory services to Headquarters Clusters and Regional Offices, with a view to ensuring consistent and equitable policy application. | |
Description of duties: Specifically the incumbent: - Contributes to the development and revision of Staff rules, Manual provisions and other information or regulatory tools, in order to reflect changes in the Organization's statutory and policy framework; and proposes the introduction of new statutory provisions; - Analyses, summarizes and prepares interpretations of policy guidance within the UN common system, including the UN General Assembly, ICSC and HR Network, as well as from the ILO Administrative Tribunal jurisprudence and impacting on the Organization's statutory provisions, management of staff, HR policy framework; - Prepares draft guidance materials related to the introduction and revision of global HR policies in support of managerial reform, including to the Organization'ssystem of Administration of Justice, and revision of the Organization appointment policy, and reflect these in draft amendments to Staff Rules; - Researches precedents, conducts interviews, and analyzes policy provisions , including on issues of performance, selection, contractual arrangements, entitlements, and other human resource policy issues in order to provide advice, recommendations to management at HQ and in the Regions, or to staff; - Provides advice to HQ and the Regions, based on interpretations of the Organizations rules, related precedents and practices, on the HR legal issues, including issues related to standards of conduct and disciplinary measures; - Provides training (through briefings) to HR Officers, at HQ Clustersand in the Regions in the understanding and application of WHO Rules and processes; provides advice on issues of HR policy; develops options appropriate for WHO internal culture within Organization's regulatory framework; - Represents the Organization in meetings with other international organizations on HR policy issues; - Contributes to the development of new systems and procedures with a view to expanding the accessibility to, and transparency of the Organization's regulatory framework; - Drafts statements on behalf of the Administration for appeal cases heard by the Headquarters Board of Appeal or addressed directly to the Director General; provides input and/or reviews statements, particularly for cases of a complex or sensitive nature; - Works in other areas of HRD and performs other related duties, as assigned. | |
REQUIRED QUALIFICATIONS | |

Skills: - good knowledge of HR personnel policies and practices as well as WHO staff rules and regulations, and general principles of law and their unique application in international organizations; - ability to draft/revise policy documents and information materials; - good understanding of UN Common system HR policy developments; - analytical ability and capable of presenting information in a clear and logical manner (including legal issues and impacts of policies to non-lawyers) orally and in writing; - ability to develop innovative solutions; - excellent interpersonal skills: tact and high degree of discretion and confidentiality; - ability to work as a team member; - knowledge of personnel management theories and principles of staff / management relations an advantage. Experience: Essential A minimum of five years experience in the application of legal principles and concepts, and in the analysis and application of rules and regulations. Experience in an international setting and multicultural environment. Desirable Experience in the management of human resources, including in other organizations within the UN common system. | |
Languages: Expert knowledge of English is required, and expert knowledge of French would be an asset. | |
